About The Position

International Towers, Inc (ITL) is part of S&K Technologies, Inc. family of Companies. This Senior Program Manager role is primarily focused on ITL’s telecommunications and tower operations, with particular emphasis on green field and raw land tower development, civil/site construction, tower erection, equipment installation, and related infrastructure programs. The position is intended for a candidate with strong experience leading complex tower and telecommunications projects from early planning and site development through execution, turnover, and closeout. This role will involve oversight of numerous telecommunications sites simultaneously, with projects often progressing in different phases of site development, permitting, procurement, tower construction, equipment installation, and closeout. The Senior Program Manager is responsible for the leadership, coordination, and execution of assigned strategic programs and major projects for ITL. While this position may support broader business needs as required, the immediate focus of this role is support of ITL’s telecommunications/tower group and major tower-related programs. The Senior Program Manager is expected to operate both at the program level and, when needed, at the individual project level. This position will ultimately oversee and develop a team of Project Managers, Project Engineers, and other support personnel as program demands require, while also directly managing select high-profile, high-risk, or strategically important projects. The role serves as the operational bridge between business development, estimating, contracts, engineering/design support, procurement, project management, field execution, invoicing, customer reporting, and closeout. This individual is responsible for converting awarded work into executable plans, establishing program delivery structure, driving accountability across teams, monitoring financial and schedule performance, coordinating subcontractors and consultants, and ensuring projects are delivered safely, contractually, operationally, and financially in alignment with company and customer expectations. The Senior Program Manager is also expected to strengthen project management standards, mentor developing PMs, and help scale ITL’s delivery capability across national and multi-site programs.

Requirements

  • A Bachelor of Science degree in business and construction management is required OR, 2 years of related experience can be exchanged for 1 year of required education (4 years of education or 8 years of direct experience).
  • Ten (10) years of industry experience (in addition to the education requirements).
  • Experience managing multi-site, multi-state, or programmatic work preferred.
  • Demonstrated responsibility for schedule, cost, forecasting, customer communication, and operational execution on complex projects or programs.
  • Experience coordinating cross-functional teams including project management, contracts, procurement, field operations, subcontractors, consultants, and customers.
  • Project Manager Professional (PMP) Certification preferred
  • Current driver’s license required
  • Proof of U.S. citizenship
  • Current OSHA 30 / EM385 Certification (preferred)
  • Strong understanding of program and project execution across planning, budgeting, scheduling, subcontracting, procurement, invoicing, reporting, and closeout.
  • Ability to manage both strategic priorities and day-to-day execution details.
  • Strong understanding of federal and commercial project environments, including documentation, compliance, change management, and customer reporting expectations.
  • Ability to coordinate design support, field execution, subcontractors, consultants, equipment, and material flow across multiple simultaneous efforts.
  • Working knowledge of project controls, forecasting, cost management, and schedule management.
  • Strong written and oral communication skills with the ability to communicate effectively with executive leadership, customers, project teams, field personnel, and outside partners.
  • Strong organizational skills and documentation discipline.
  • Ability to identify process gaps and implement practical improvements.
  • Strong leadership, coaching, and accountability skills.
  • Ability to read and interpret plans, specifications, contract documents, scopes of work, schedules, and technical submittals.
  • Proficient in Microsoft Excel, Word, Outlook, Teams, and project management/reporting tools such as Procore, MS Project, Primavera P6, or similar platforms.
  • Familiarity with accounting and project-cost systems such as Costpoint or similar systems preferred.
  • Ability to work the hours necessary to meet business, customer, and project demands, including periodic extended hours and travel.
  • Ability to pass required background checks, drug screening, and customer site access requirements.

Responsibilities

  • Leads assigned strategic programs and major projects from award through closeout, including startup, planning, staffing, execution, reporting, and customer satisfaction.
  • Directly manages select high-profile, high-risk, or strategically important projects where executive visibility, customer sensitivity, technical complexity, or commercial risk warrant senior-level involvement.
  • Oversees Project Managers and supporting personnel assigned to the program and provides clear direction, accountability, and operational support.
  • Establishes program delivery structure, communication protocols, reporting cadence, and performance expectations across internal teams and external partners.
  • Translates customer requirements, contract requirements, proposal assumptions, and internal business objectives into executable project direction.
  • Balances direct project ownership with broader leadership of multiple related projects, task orders, or work packages under a larger program.
  • Identifies program-level and project-level risks, constraints, and resource needs early and drives mitigation plans.
  • Escalates material issues to executive leadership with recommended solutions and clear definition of operational and business impact.
  • Supports the buildout of a scalable project management organization capable of supporting growth in current and future strategic programs.
  • Develops and maintains program-level and project-level budgets, forecasts, staffing plans, and schedule assumptions.
  • Reviews job cost, labor utilization, subcontractor performance, materials status, invoice status, and margin performance on a routine basis using various project management software.
  • Ensures project managers and project support personnel maintain accurate cost coding, timekeeping discipline, status updates, and documentation.
  • Drives billing readiness, percent complete visibility, change management, and cash flow awareness across assigned programs.
  • Reviews client invoicing support, subcontractor and consultant invoices, and internal financial reporting for completeness and accuracy.
  • Supports development and maintenance of statements of values, cost-loaded schedules, resource-loaded plans, and forecast updates as applicable.
  • Prepares concise executive-level reporting on schedule, cost, risks, issues, customer concerns, and forecasted outcomes.
  • Partners with finance, accounting, and leadership to improve program visibility and cost discipline.
  • Coordinates with contracts, legal, procurement, and leadership to support review and implementation of prime contracts, subcontracts, task orders, NDAs, consulting agreements, and purchase orders.
  • Ensures contract requirements are understood and operationalized across project teams.
  • Supports onboarding and management of subcontractors, consultants, design partners, suppliers, and specialty vendors.
  • Manages subcontractor and consultant scope alignment, deliverable expectations, schedule commitments, invoice review, and issue resolution.
  • Identifies scope gaps, commercial risks, and execution risks tied to subcontracting and supplier strategy.
  • Supports negotiation and execution of change orders, modifications, and other commercial actions in coordination with leadership and contracts personnel.
  • Maintains strong documentation and decision tracking to support claims avoidance, entitlement, and customer communication.
  • Serves as a lead operational interface with customers, partners, consultants, and key suppliers during execution of assigned programs.
  • Supports capture, proposal, ROM, pricing, and post-award transition efforts for strategic opportunities when requested.
  • Helps ensure continuity from pursuit assumptions to actual execution planning.
  • Participates in customer meetings, internal reviews, and executive discussions related to delivery strategy, issue resolution, and growth opportunities.
  • Identifies lessons learned, recurring customer pain points, and opportunities to improve ITL’s competitiveness and execution model.
  • Supports business development and leadership with practical, execution-based input on future pursuits.
  • Travels as required to support customer meetings, project kickoff activities, site visits, field reviews, subcontractor coordination, and program oversight.
  • Leads, mentors, and develops Project Managers, Project Engineers, Coordinators, and other assigned personnel.
  • Oversees the work of Project Managers across assigned programs and ensures consistency in planning, execution, communication, documentation, and customer management.
  • Establishes performance expectations and raises the standard for project planning, financial discipline, schedule ownership, change management, invoicing support, and closeout execution.
  • Provides coaching and operational guidance to PMs while stepping in directly on key projects when business needs require.
  • Helps identify staffing gaps and supports recruiting, onboarding, and development of program delivery personnel.
  • Builds bench strength and organizational structure needed to support future program growth and increased workload volume.
  • Promotes accountability, responsiveness, and cross-functional collaboration across operations, field teams, contracts, procurement, finance, and leadership.
  • Promotes and enforces compliance with company safety requirements, customer safety requirements, and applicable quality and operational procedures.
  • Works closely with field leadership and safety personnel to ensure safe execution and proper documentation on assigned work.
  • Supports compliance with federal, customer, and internal documentation requirements, including project records, site documentation, contractual reporting, and audit readiness.
  • Ensures assigned teams understand and follow procedural requirements tied to project execution, invoicing, timekeeping, subcontractor management, and closeout.
