About The Position

RBC Insurance is undertaking a multi-year program to implement modern, AI- and data-driven fraud detection across its insurance business. This program integrates enterprise fraud capabilities from RBC with insurance-specific data, detection, and investigation capabilities developed in-house on our cloud data platform. We are seeking a Senior Program Manager to lead this delivery effort. The role involves owning the program plan, the operating rhythm, and ensuring the successful deployment of fraud detection systems in production. These systems will be used daily by investigators, governed to regulatory standards, and continuously improved. This is a delivery leadership position requiring a technical background. The ideal candidate will have a proven track record of shipping data and AI capabilities within a regulated financial institution, understanding the intricacies of architecture approvals, model risk gates, partner dependencies, and possessing the discipline to plan effectively around these while remaining hands-on enough to review code, prototype with AI tools, and credibly challenge technical decisions.

Requirements

  • 8+ years in data, analytics, or AI delivery, including 4+ years leading delivery teams or programs (10+ people, multi-team).
  • Demonstrated delivery in a regulated financial institution, including experience navigating architecture governance, model risk management, and security review processes.
  • Experience running mixed-mode delivery: plan-driven workstreams with hard milestones alongside iterative capability development, in an organization that is not natively agile.
  • Strong working literacy in data and AI, including understanding of data engineering on cloud platforms, entity resolution, rules engines, and supervised ML.
  • Organizational acumen, including experience building productive working relationships with central functions (data science, architecture, risk).
  • Experience managing delivery dependencies on internal platform teams or external partners whose roadmap is not controlled.

Nice To Haves

  • Insurance domain knowledge, claims operations, underwriting, or insurance fraud specifically.
  • Familiarity with OSFI Guideline E-23 or equivalent model risk frameworks (SR 11-7, ECB TRIM).
  • Experience with fraud detection, financial crime, or investigation operations in any financial services context.
  • Experience with Snowflake, dbt, graph data platforms, or document AI.
  • Experience standing up or scaling an investigation or operations function alongside a technology build.

Responsibilities

  • Lead delivery, manage several delivery teams and a program function.
  • Develop dated plans with firm checkpoints and quarterly quality targets.
  • Raise alerts and plan new actions when dates slip.
  • Ship capabilities into production, ensuring detection is running, investigators are using it daily, and regulatory requirements are met.
  • Build the data foundation that enables sophisticated detection over time.
  • Navigate organizational complexity by driving approvals ahead of the critical path.
  • Manage dependencies on enterprise partners and coordinate roadmaps.
  • Handle escalations and know when to influence, escalate, or move forward.
  • Make trade-offs by arbitrating scope and quality decisions, balancing technical complexity with delivering business value and breaking down work.
  • Stay technical by reviewing architecture proposals, looking at code, and using gen AI to prototype solutions and test hypotheses.
  • Challenge technical decisions credibly without needing to be the deepest expert.
  • Build business relationships by working directly with claims specialists and investigators, translating their expertise into requirements, and prioritizing what gets built.
  • Communicate upward by representing program status, risks, and decisions to senior executives and translating technical delivery into business terms.
