About The Position

Work within the Office of the Medical Director and in collaboration with the Office of the Chief, Field Operations, Dispatch Operations, and other relevant offices within the Boston Public Health Commission to sustain existing EMS programs, advance those under development, and initiate new opportunities to further prehospital emergency medical care in the City of Boston. This role requires strong administrative, analytical, organization, and communication skills to manage complex projects, build partnerships, ensure program quality, and promote health equity across the City of Boston.

Requirements

Master’s degree in related field OR Bachelor's degree with a minimum of 4 years related work experience.
Self-directed individual with excellent oral and written communication skills.
Ability to perform complex tasks and manage multiple projects.
Experience with basic data analysis; proficient in using data to inform decisions.
Ability to create or develop skill set in data visualization.
Ability to work as part of a team, lead others and work independently to achieve desired outcomes in a timely manner in a fast-paced environment.
Must be proficient in Microsoft Office (Word, Excel, Access).
Comfortable working under pressure and strict deadlines.
Strong interpersonal skills that support activities to improve individual, program, and organizational performance.
Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.

Nice To Haves

Proficiency in Power BI, RedCap, other program management tools is preferred.
Knowledge of Boston’s healthcare system, including available behavioral health and substance use disorder resources, is preferred.
Skilled in multi-modal communication; able to resolve conflicts to foster continued productive partnerships.
Skilled in facilitating decision-making and using tools and technologies (mind-mapping; prioritization matrices; virtual meeting tools; etc.) to maintain engagement, move projects forward, and document decisions.

Responsibilities

Lead the administrative duties associated with Boston EMS’ mobile integrated healthcare emergency department avoidance (MIH EDA) programs and other special projects as defined by the Office of the Medical Director, including telehealth, treatment-in-place, and alternative destination transport programs to align patients experiencing behavioral health and substance use disorder emergencies with appropriate points of care.
Monitor program performance, including evaluating existing performance measures, coordinating case reviews, and identifying new evaluation metrics.
Leverage input and feedback from internal and external stakeholders to develop and implement program improvement opportunities. Conduct field observations and ride-alongs with crews, as needed, to deepen understanding of on-the-ground operations and help inform program needs and opportunities.
Use evidence (e.g., literature, best practices, model/promising/emerging practices) to optimize service design, delivery, patient care coordination, and outcomes.
Support the development of department policies and training curriculums associated with special programs. As needed, ensure materials are routinely reviewed for accuracy and incorporation of best practices/lessons learned.
Develop briefing materials, templates, and reports outlining program components, outcomes, and successes.
Support contracts, budgets, and funding applications associated with special projects.
Coordinate and build relationships with relevant external partners to support new and ongoing initiatives, including maintaining, expanding, and developing prehospital emergency medical services.
Develop subject matter expertise in program components and national best practices in pre-hospital care models.
Work with partner agencies to ensure appropriate documentation and information sharing, evaluate records, develop standard reports, and ensure state reporting requirements are met.
Conduct data analysis and collaborate with external researchers on both current service offerings and future program development including the ability to navigate and execute IRB and DUA processes.
Use independent judgment and discretion to make decisions affecting program operations/services and program policy in collaboration with Boston EMS leadership.
Work in a confidential capacity as well as within the confines of HIPAA.
Work to help BPHC become an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
Promote health equity, inclusion, and diversity within the BPHC, department and community.
