About The Position

Sierra is seeking a Senior Program Management Analyst to provide comprehensive program, operational, and acquisition support across all phases of the program life cycle. This contingent position will support the V Department and affiliated programs in other Naval Surface Warfare Center Dahlgren Division (NSWCDD). This is an on-site role located in Dahlgren, Virginia. The candidate will play a key role in program planning, documentation, acquisition support, and operational analysis while ensuring compliance with Department of the Navy (DoN) standards and processes. This role requires a proactive, detail-oriented professional with strong leadership, communication, and organizational skills to support program success.

Requirements

  • Bachelor’s degree
  • Minimum of seven (7) years of experience in program management, operations analysis, or acquisition support within the DoD/Navy environment
  • Familiarity with Navy/DoD program life cycle management, acquisition processes, and supply chain policy
  • High level of proficiency of Microsoft Office 365 programs, including Excel and SharePoint
  • Active Secret Security Clearance
  • US Citizenship
  • Must be able to work independently
  • Must be detail oriented and organized
  • Strong analytical, organizational, and documentation skills with excellent communication abilities.

Responsibilities

  • Provide programmatic and documentation support throughout the life cycle, including development and maintenance of program plans, POAs, schedules, action item reports, tracking systems, and deliverables databases to ensure progress, compliance, and auditability.
  • Collect, analyze, and prepare data to support program reviews, configuration audits, management meetings, and design/status reviews; develop charts, staffing plans, financial documentation, and quality assurance plans to inform leadership decision-making.
  • Provide acquisition and logistics support by assisting with purchase lists, conducting market research, preparing acquisition documentation (ITPRs, SSJs, BNMs), and managing cradle-to-grave accountability for software, hardware, services, and materials.
  • Ensure complete documentation and compliance throughout the procurement lifecycle, from requisition and funding through delivery, disposition, and audit reporting.
