About The Position

SAIC is seeking a Senior Program Analyst to join their team at Redstone Arsenal, Alabama. This role supports the Army’s Fixed Wing Project Management Office Team as a logistics and property expert. The position is responsible for maintaining accurate, audit-ready inventory records and providing technical expertise in property administration in strict accordance with Army regulations, specifically AR 735-5 (Property Accountability Policies) and AR 710-4 (Property Accountability). The candidate will use the Enterprise Logistics Management System (ELMS) as the primary Accountable Property System of Record (APSR) and the Procurement Integrated Enterprise Environment (PIEE) to oversee contractor-held property and ensure regulatory compliance throughout the defense property lifecycle.

Requirements

  • 3+ years of direct experience in Army or DoD property administration, supply chain logistics, or contract property management.
  • Must be Common Access Card (CAC) eligible.
  • Direct, hands-on experience with the ELMS or a comparable military APSR, such as Global Combat Support System-Army (GCSS-Army).
  • Direct experience navigating and managing workflows within the Procurement Integrated Enterprise Environment (PIEE) portal (specifically the EDA, GFP and Property modules).
  • Required Knowledge: AR 735-5 (Property Accountability Policies DoDI 5000.64 (Accountability and Management of DoD Equipment and Other Accountable Property) AR 710-4 (Property Accountability) FAR Part 45 & DFARS Part 245 (Government Property clauses)
  • Must be able to obtain a full Top Secret Clearance; Interim Secret required prior to start, SAIC will help to obtain.
  • Must be a Current U.S. Citizen.

Responsibilities

  • Establish and maintain complete, accurate, and audit-ready property book records within the ELMS, acting as the designated APSR.
  • Ensure all property transactions (receipts, transfers, lateral transfers, and disposals) are executed, documented, and reconciled in ELMS in compliance with AR 710-4.
  • Plan, coordinate, and conduct periodic physical inventories, validating system records against physical assets and resolving any discrepancies.
  • Initiate, investigate, and process Financial Liability Investigation of Property Loss (FLIPL) documentation in accordance with AR 735-5 when property is lost, damaged, or destroyed.
  • Leverage the PIEE and its dedicated property modules to administer contract property clauses, track government-furnished property (GFP), and manage property transfers to contractors.
  • Review, evaluate, and approve or disapprove contractor property management system procedures to ensure alignment with Federal Acquisition Regulation (FAR) Part 45 and Defense Federal Acquisition Regulation Supplement (DFARS) Part 245.
  • Conduct regular property management system analyses (PMSA) on contractor operations to evaluate risk and verify compliance with contract requirements.
  • Determine contractor liability for any loss, damage, or destruction of Government-furnished property based on findings and regulations.
  • Interpret and apply AR 735-5, AR 710-4, and related Department of Defense (DoD) instructions to ensure total command readiness for internal and external audits.
  • Provide technical guidance to commanders, hand-receipt holders, and contractor personnel regarding property accountability standards.
  • Generate and present analytical reports to leadership concerning asset status, utilization, excess property, and system-driven metrics from ELMS and PIEE.
  • Facilitate close coordination between logistics officers, contracting officers, engineering teams, and contractor representatives.
  • Support contract closeout processes by verifying the proper disposition, transfer, or return of all government property utilized during the contract lifecycle.
