About The Position

CACI is seeking a Senior Program Analyst to support RCOH issues for a Navy ACAT 1 shipbuilding program. The candidate will assist in providing technical guidance and subject matter expertise for various ship service electrical systems, Hull, Mechanical and Electrical (HM&E) systems, and control systems for programs for acquiring and maintaining Navy ships.

Requirements

Master’s degree, preferably in engineering or technical field equivalent.
7+ years of professional, applicable experience CVN repair, modernization, operational professional experience
Ability to interface efficiently with team members, multiple CVN repair maintenance, modernization stakeholders and technical staff
Active DoD Secret Clearance.
Skills with Microsoft Office Products (specifically Word, PowerPoint, and Excel) are required.
Experience using Microsoft Teams and SharePoint.
Must have excellent communication, presentation, interpersonal, and organization skills.

Nice To Haves

Prior Navy, NAVSEA, or shipbuilding experience (desired).
Aircraft Modernization knowledge or experience.
Retired Navy or Shipyard experience is a plus

Responsibilities

Work with PMS 312 RCOH PM, Deputy PM, and RCOH PAPM on the CVN 76 RCOH working group as a senior advisor/analyst to determine actions, tradeoffs, and decisions required to get RCOHs back to baseline performance, specifically as outlined in OPNAVNOTE (26.5 million man hours RCOH, 52 months duration).
In support of the Program Office Program Manager, the contractor shall provide support in the development of acquisition approaches and strategies which satisfy the requirements for all Aircraft Carriers Refueling Complex Overhaul.
Perform data analysis and generate recommendations.
Draft and provide programmatic reports in the form of briefings, papers, and answers to questions by management on such topics as construction, schedule, contract issues, strategies, incentives and funding allocations for advanced planning and execution, weapon system development and integration.
Assist in development of budget planning and risk mitigation efforts for carrier programs. This includes continuous monitoring of critical RCOH Execution milestones such as contract availability work package (AWP) development, drawing/estimate development and delivery, and shipyard performance.
Coordinate and communicate with the Risk Manager at Huntington Ingalls-Newport News (HII-NNS) to identify and assess RCOH Risk Management issues.
Coordinate and communicate with RCOH stakeholders, including TYCOMs, Navy Public Shipyards, HII-NNS, Naval Reactors, carrier Planning Activity, and Ship’s Force on strategic and tactical efforts to improve RCOH performance concerning cost, schedule, requirements.
