About The Position

OBXtek is currently staffing for a Senior Program Analyst, supporting the Army’s United Network Modernization (UNM) organization. Place of performance will be Fort Belvoir, VA. This role involves detailed familiarity with MS Project, Integrated Master Schedules (IMS), and managing/supporting individual projects. The analyst will serve as the conduit between the Fort Belvoir HQ team and the team in Germany, providing direct support to the monitoring and reviews of all project schedules. A detailed understanding of day-to-day operations in Germany, including ongoing projects and contract deliverables, is essential. The position requires detailed reviews of major contract deliverables (key briefings) sent from Germany to Fort Belvoir, and provides administrative support including the development of SOPs, funding documents, PowerPoint presentations, and after-action reports. The analyst will work concurrently with a dedicated Project Coordinator at Fort Belvoir, ensuring adequate and timely support to the Theater. Participation in daily, weekly, and bi-weekly sync meetings, as well as required meetings (some of which may require early morning participation due to time differences with Germany), is expected. The role includes tracking and reporting on project deliverables, supporting funding requests, developing and presenting program information, managing program management reports, and maintaining project plans and schedules. The analyst will also prepare and conduct program reviews, perform staff action control officer tasks, participate in operations battle rhythm events, and respond to operations reporting requirements. Additional duties include performing personnel tasks, long-range planning, participating in informal meetings, conferences, committees, and seminars, and performing administrative support tasks such as calendar/time management, office supplies/materials management, and record management. The role also involves handling non-program specific data calls, weekly reports, and RFIs, coordinating travel requirements, preparing for and attending business management meetings, and routing contracting requirements and contract modifications. The analyst will provide annual POM inputs, serve as the Government’s primary point of contact for assigned projects, and work collectively with other operations or project managers. The role requires providing direct support to the monitoring and reviews of all project schedules, understanding day-to-day operations for assigned projects including ongoing deliverables, and providing detailed reviews of major contract deliverables (key briefings) before presentation to leadership. Travel, both OCONUS and CONUS, can be expected. This is a 100% In-Office position at Fort Belvoir, VA.

Requirements

  • Active Secret Clearance
  • MS Project experience is required.
  • 8 years (minimum) related PM experience
  • Experience providing oversight of large, multi-functional project teams, preferably in an information technology environment, and planning and managing complex tasks sometimes under tight budget and time constraints across multiple regions overseas
  • Strong management and leadership skills
  • Written and oral communications skills
  • Experience in Government acquisition
  • Familiarity with industry best practices
  • Government contract and subcontract management.
  • Bachelor’s Degree in IT or Business
  • Project Management Professional (PMP) certification or DAU Level III Project Management certification.

Nice To Haves

  • Army Acquisition Process experience preferred but other DoD relevant experience is accepted.
  • Network/Systems Engineering certifications

Responsibilities

  • Participate in required meetings; some meetings will be held during normal business hours for Germany, so expect early morning participation based on the time difference.
