About The Position

This position is contingent upon the identification of a candidate whose expertise meets our strategic needs, at which point a dedicated, funded opening will be established. We are proactively seeking a standout professional for whom we will finalize a formal role. Kundlas Consulting Group is seeking a Senior Program Analyst to provide high-level program evaluation, management analysis, strategic planning, performance management, and organizational improvement support for federal programs. This position will advise leadership on complex program initiatives, policy implementation, operational performance, resource utilization, risk management, and mission delivery. The ideal candidate will have extensive experience leading program assessments, developing executive-level recommendations, integrating financial and operational data, supporting governance activities, and guiding cross-functional teams through complex management challenges.

Requirements

  • Bachelor’s degree in business administration, public administration, management, project management, data analytics, finance, political science, organizational leadership, or a related field preferred; relevant experience may be considered in lieu of degree.
  • Seven or more years of experience supporting program analysis, management analysis, strategic planning, performance management, organizational assessments, business-process improvement, or related federal program support functions.
  • Experience leading program evaluations, management studies, operational reviews, organizational assessments, or cross-functional analytical projects.
  • Strong understanding of federal program management, performance measurement, strategic planning, governance processes, risk analysis, and evidence-based decision making.
  • Ability to evaluate complex management processes, organizational structures, policies, procedures, business systems, and operating frameworks.
  • Experience developing executive-level reports, dashboards, decision memoranda, strategic assessments, analytical summaries, and leadership briefings.
  • Ability to integrate budgetary, financial, operational, and performance information to support leadership decision making.
  • Experience reviewing analytical work products and providing technical guidance, quality control, and recommendations to junior or mid-level personnel.
  • Strong written and verbal communication skills with the ability to present findings, risks, recommendations, and strategic options to senior leadership.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, and Teams.
  • U.S. citizenship may be required depending on client or contract requirements.
  • Ability to pass background checks, suitability requirements, or security clearance requirements, as required by the client or contract.

Nice To Haves

  • Prior experience supporting federal program offices, executive leadership, strategic planning initiatives, organizational assessments, governance bodies, or enterprise-level management reviews.
  • Familiarity with federal performance-management requirements, annual performance planning, performance reporting, Strategic Objective Reviews, Quarterly Status Reviews, and organizational assessment processes.
  • Experience supporting requirements related to the Government Performance and Results Act, GPRA Modernization Act, OMB Circular A-11, or other federal performance and accountability frameworks.
  • Experience developing or evaluating policies, procedures, guidance, management frameworks, implementation plans, and business-process improvement strategies.
  • Experience leading cross-organizational initiatives involving multiple program offices, functional areas, government organizations, contractors, and external stakeholders.
  • Experience facilitating senior-level working groups, governance meetings, program reviews, strategic-planning sessions, and leadership decision forums.
  • Experience developing dashboards, performance-management frameworks, data-collection methods, automated reporting tools, management visibility products, and executive decision-support materials.
  • Experience assessing program portfolios for performance gaps, emerging risks, organizational dependencies, resource constraints, competing priorities, and mission impacts.
  • Active or previously held security clearance preferred.
  • Ability to obtain and maintain a security clearance, if required.
  • Professional certifications such as PMP, PgMP, Lean Six Sigma, Certified Business Analysis Professional, Certified Government Financial Manager, or related program-management credentials are a plus.
  • Experience supporting Department of the Interior, FEMA, USACE, DHS, or other federal agency program operations is a plus.

Responsibilities

  • Lead comprehensive program evaluations, management studies, organizational assessments, and operational reviews involving complex or cross-functional programs.
  • Evaluate program effectiveness, efficiency, economy, and alignment with strategic and organizational priorities.
  • Assess complex management processes, organizational structures, business systems, governance mechanisms, policies, and operating procedures.
  • Develop strategic recommendations for improving program effectiveness, operational performance, resource utilization, accountability, and mission delivery.
  • Serve as a senior advisor to leadership regarding major program initiatives, policies, organizational changes, and management issues.
  • Develop and evaluate policies, procedures, guidance, management frameworks, and implementation plans.
  • Lead the development of proposals for significant business-process changes, organizational improvements, modernization initiatives, and management reforms.
  • Evaluate proposed program and policy changes for potential impacts on resources, operations, stakeholders, performance, risk, and organizational capacity.
  • Develop performance-management frameworks linking strategic objectives with program goals, performance measures, performance targets, milestones, outputs, and outcomes.
  • Analyze performance information to identify trends, program challenges, risks to achieving strategic objectives, and opportunities for corrective action.
  • Support Quarterly Status Reviews, Strategic Objective Reviews, organizational assessments, annual performance planning, and performance reporting when applicable.
  • Lead development of executive-level briefings, decision memoranda, analytical reports, dashboards, management recommendations, and strategic assessments.
  • Integrate budgetary, financial, operational, and performance information to provide comprehensive leadership decision support.
  • Assess program portfolios for performance gaps, emerging risks, organizational dependencies, resource constraints, and competing priorities.
  • Lead cross-organizational initiatives involving multiple program offices, functional areas, government organizations, and external stakeholders.
  • Facilitate senior-level working groups, governance meetings, program reviews, and strategic-planning sessions.
  • Develop or review legislative recommendations, policy analyses, implementation strategies, and responses to senior-level inquiries when required.
  • Establish methods to improve data collection, information management, automated reporting, performance monitoring, and management visibility.
  • Review program-analysis products prepared by junior and mid-level personnel and provide technical direction, quality control, and analytical guidance.
  • Ensure recommendations are supported by defensible quantitative analysis, qualitative analysis, documented evidence, performance information, risk assessment, and sound reasoning.
  • Prepare executive summaries, issue papers, strategic recommendations, action-item trackers, meeting materials, and leadership updates related to program performance and organizational priorities.
  • Support continuous improvement initiatives that strengthen program accountability, operational efficiency, reporting accuracy, governance, stakeholder coordination, and mission outcomes.
