About The Position

The Senior Program Analyst provides advanced analytical and program management support to ensure the successful execution of complex programs. This role involves leading program evaluations, managing deliverables, and coordinating with stakeholders to achieve program objectives. The Senior Program Analyst works independently and serves as a key resource for program decision-making. Concurrent Technologies Corporation (CTC) is preparing to stand up a dedicated team to manage a new, high-priority initiative for the U.S. Navy. This is a unique opportunity to help revitalize and strengthen a critical national security industrial base. As the manager of a large portfolio of innovative projects under a flexible contracting vehicle, CTC will be at the center of this mission. Our role will be to connect cutting-edge solutions from across industry and academia to the Navy's most pressing challenges, accelerating technology adoption and ensuring our nation's defense industrial base has the capacity and capability for decades to come. As a Senior Program Analyst, you will be an engine of this program, responsible for the day-to-day management of a diverse portfolio of innovative projects. You will guide projects from inception to completion, tracking schedules, budgets, and milestones to ensure they deliver tangible impact to a critical defense industrial base.

Requirements

  • Bachelor’s degree in Business Administration, Management, Data Analytics, or a related field.
  • 4+ years of experience in program analysis, project management, or a related field.
  • Strong analytical and problem-solving skills, with the ability to interpret complex data and provide actionable insights.
  • Proficiency in project management tools (e.g., Microsoft Project, Smartsheet) and data visualization platforms (e.g., Tableau, Power BI).
  • Excellent written and verbal communication skills, with experience presenting to stakeholders.
  • Ability to work independently and collaboratively in a team environment.
  • Clearance Level Must Be Able to Obtain: Secret

Nice To Haves

  • Strong experience with data analytics platforms (e.g., Tableau, Power BI, or Python for data analysis).
  • Certification in project management (e.g., PMP, CAPM, or PRINCE2).
  • Experience conducting cost-benefit analyses, risk assessments, or ROI evaluations.
  • Familiarity with federal or state government program management processes.
  • Knowledge of Earned Value Management (EVM) principles and their application.
  • Experience leading cross-functional teams or managing small projects independently.

Responsibilities

  • Lead the planning, execution, and evaluation of medium-sized programs or projects.
  • Apply advanced principles, theories, and concepts to solve diverse and complex program challenges.
  • Develop and manage program plans, schedules, and deliverables, ensuring alignment with organizational goals.
  • Monitor program performance, identify risks, and implement mitigation strategies to ensure successful outcomes.
  • Conduct cost-benefit analyses, risk assessments, and performance evaluations to support decision-making.
  • Collect, analyze, and interpret program data to identify trends, risks, and opportunities.
  • Develop detailed reports, dashboards, and presentations to communicate findings to leadership and stakeholders.
  • Ensure the accuracy, integrity, and reliability of data used in program evaluations and reporting.
  • Serve as a primary point of contact for program-related inquiries and issues.
  • Facilitate communication and collaboration between internal teams and external stakeholders.
  • Represent the organization in meetings, forums, and workshops, providing updates and insights on program progress.
  • Build and maintain strong relationships with clients, partners, and other key stakeholders.
  • Identify opportunities to optimize program processes and improve efficiency.
  • Contribute to the development and implementation of best practices, lessons learned, and innovative solutions.
  • Support organizational change initiatives by recommending and implementing process improvements.
  • Lead tasks and activities within medium-scope projects, ensuring successful execution and delivery.
  • Provide guidance and mentorship to junior team members, fostering professional growth and development.
  • Collaborate with cross-functional teams to ensure alignment and integration of program activities.
  • Contribute to departmental and organizational planning efforts by providing insights and recommendations.
  • Support the development of long-term strategies to achieve program and organizational objectives.
  • Participate in the preparation of business cases, proposals, and strategic roadmaps.
