About The Position

Noblis is seeking a Senior Program Analyst - Industry to provide senior technical and strategic support to the Department of Homeland Security’s (DHS) Science & Technology Directorate (S&T). This role involves designing and institutionalizing S&T’s strategic industry engagement model in line with Congressional direction. The position is within a front office organization responsible for planning and executing senior-level engagements across industry, interagency, international, and Congressional partners. The successful candidate will analyze emerging technology markets, innovation trends, venture capital portfolios, and geographic technology hubs to develop data-driven recommendations on where and how S&T should focus outreach and partnership-building with the private sector. This includes defining and refining S&T-wide approaches for engaging industry partners, including non-traditional vendors, and informing the design of anchor events, roundtables, demonstration days, and targeted sessions that feed directly into RDT&E priorities and program pipelines. The role provides expert guidance to leadership and program offices on positioning S&T as a preferred federal customer for innovative technology companies, ensures engagement strategies are integrated with communications channels and performance metrics, and advises on how industry engagement insights should shape S&T strategy, governance, and portfolio decisions. The successful candidate will be self-motivated, operate well in a matrixed environment, effectively manage competing priorities, and be comfortable translating market intelligence and engagement data into clear, actionable strategic recommendations for senior leaders and nontechnical audiences. This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be on-site at the DHS S&T client site in Washington D.C. as needed. Applicants must be able to regularly commute to Washington D.C.

Requirements

Advanced Degree with 5+ years of related experience or 10+ years of related experience.
Preference for Degrees in Business, Public Policy, Technology Management, Innovation Management, or a related field.
Eligibility to obtain a Secret Clearance and DHS Suitability determination.
Strong written and verbal communication skills, with the ability to clearly articulate complex technical information to a variety of audiences.
Excellent interpersonal and relationship-building skills with the ability to work effectively with a diverse range of stakeholders across government and industry.
Demonstrated experience analyzing technology markets, innovation trends, or private sector ecosystems to inform strategic recommendations.

Nice To Haves

Experience designing or institutionalizing industry engagement models, partnership frameworks, or private sector outreach strategies within a federal context.
Familiarity with venture capital ecosystems, startup landscapes, technology accelerators, and non-traditional defense/homeland security vendors.
Experience planning and executing industry engagement events such as demo days, industry days, roundtables, or innovation showcases.
Understanding of federal acquisition and procurement processes, including how industry engagement feeds into RDT&E program pipelines and requirements development.
Understanding of the federal innovation ecosystem, including contracting tools, agreements, and funding opportunities that engage non-traditional vendors, startups, and emerging technology companies to advance shared priorities, expand the capability pipeline, and accelerate the delivery of solutions.
Understanding of the challenges, opportunities, and tools to support technology transition and commercialization.
Experience advising senior government leaders on strategic positioning, market engagement, or technology scouting.
Knowledge of DHS mission areas and homeland security technology priorities.
Experience developing engagement metrics, performance frameworks, or ROI analyses for outreach programs.
Experience integrating engagement strategies with communications and public affairs channels.
Track record of clear, consistent communication with program managers and senior leadership.
Demonstrated ability to independently develop and execute project plans with minimal oversight.
Ability to work effectively in a dynamic, team-oriented environment and adapt productively to shifting priorities.
Experience supporting DoD and/or DHS components (e.g., TSA, CBP, USCG, ICE, CISA).
Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
Active Secret clearance (or above) and current DHS Suitability strongly preferred.

Responsibilities

Informing the design and execution of anchor events, roundtables, demonstration days, workshops, and targeted engagement sessions that align with RDT&E priorities and program pipelines.
Providing expert guidance to leadership and program offices on positioning S&T as a preferred federal customer and optimizing industry engagement strategies.
Ensuring engagement strategies are integrated with communications channels and performance metrics, and advising on how industry insights should inform S&T strategy, governance, and portfolio decisions.
Developing engagement recommendations based on market research, technology scouting, and analysis of private sector capabilities aligned to DHS mission needs.
Collaborating on industry engagement initiatives within DHS including Private Sector and Legislative Affairs Offices, Component Stakeholder Engagement and industry Liaisons, and DHS Component acquisitions teams to align priorities and increase the impact of S&T industry engagements.
Aggregating and synthesizing knowledge and data to inform decisions, analyses, and recommendations across mission areas.
Developing status reports, briefings, and read-ahead materials; organizing and coordinating meetings, discussions, and seminars.
Representing S&T at industry events, conferences, and partner engagements as directed by senior leadership.
Managing multiple concurrent engagements and priorities, including responding to quick-turn requests from leadership.
Facilitating meetings and preparing clients for leadership and partner briefings.
