About The Position

The Senior Procurement Services Specialist will report to the Procurement Manager and handle special projects assigned by the Procurement Manager as well as process purchase transactions including, but not limited to, Requisitions, Purchase Order, and Match Exceptions. The senior specialist will assist with the management of the Capital Equipment process and tracking related contracts as well as manage the Bid process, including but not limited to, conducting, executing, and completing BIDs. The senior specialist will aid in the mentoring of procurement intermediate and associate specialists and ensure compliance with Arkansas State Laws, DFA Policies, UA System Policies, and UAMS policies and procedures.

Requirements

  • Bachelor's degree in public administration, general business, accounting, or a related field plus three (3) years of procurement experience, or High School diploma/GED plus seven (7) years of procurement experience required.
  • Proficient in Microsoft Office (Word and Excel).
  • Ability to work on a computer 6/8 hours per day.
  • Ability to perform routine office functions including verbal communication, filing, and light lifting.
  • Proof of legal authority to work in the United States on the first day of employment.

Nice To Haves

  • Bachelor's degree in public administration, general business, accounting, or a related field plus six (6) years of experience.
  • Project Management - Experience in the planning, conduction, and finalization of major projects that include high-value stakeholders.
  • Ability to liaise between inside and outside organizations.
  • The ability to have high-level discussions and set/manage expectations for turnaround times with C-Suite leadership
  • Workday and Adobe forms literate
  • Knowledge of state purchasing rules, applicable laws, and regulations. Knowledge of the State of Arkansas Procurement Rules and Regulations on the Bid Process, such as but not limited to, RFP’s IFB’s RFQ’s, and RFI’s.

Responsibilities

  • Management of capital equipment acquisition, including, but not limited to, capital.
  • Conducting, executing, and completing bids, which includes meeting with stakeholders, conducting bid development meetings, and organizing and preparing bid documentation for publishing
  • Purchase order processing, capital asset management, and lease management.
  • Processing procurement transactions including requisitions, purchase orders, and match exceptions.
  • Performing other duties as assigned
