About The Position

Turner & Townsend is seeking a Senior Procurement & Contracts Manager to support a major capital program for a leading client in a highly regulated industry. This role will lead end-to-end commercial strategy, contract negotiation, and supplier management across complex construction and manufacturing scopes. This is a high-impact leadership role requiring deep expertise in contract negotiation, commercial risk management, and supplier strategy within large-scale project environments. Role requires some travel.

Requirements

  • 12–15+ years of experience in procurement, contract management, or commercial management within capital projects or regulated industries.
  • Strong track record leading high-value contract negotiations (construction, engineering, manufacturing, or infrastructure).
  • Deep understanding of contract forms, risk allocation, and claims management.
  • Experience in highly regulated environments (e.g., nuclear, energy, infrastructure) is highly preferred.
  • Strong stakeholder management skills, with the ability to influence senior leadership and cross-functional teams.
  • Experience with tools such as SAP, Primavera P6, and Excel for commercial and project controls integration.

  • Professional certifications (e.g., CIPS, CCM, PMP) are an asset.

Responsibilities

  • Lead end-to-end procurement and contract negotiations for major packages, including pricing, schedule, risk allocation, escalation mechanisms, and performance incentives.
  • Develop and execute procurement and commercial strategies aligned with project delivery, cost, and risk objectives.
  • Manage the full contract lifecycle (drafting, negotiation, execution, administration, and closeout) for high-value, complex agreements.
  • Act as the commercial lead and advisor to project leadership, engineering, and supply chain teams.
  • Lead claims management and dispute resolution, including analysis, negotiation, and settlement of contractor and supplier claims.
  • Drive change management processes, including evaluation of variation orders, cost impacts, and contractual entitlement.
  • Ensure commercial governance, compliance, and audit readiness in line with regulated industry standards.
  • Assess supplier and contractor capabilities, cost structures, and performance to support fact-based negotiations.
  • Partner with Legal, Project Controls, and Engineering to ensure contracts are robust, executable, and risk balanced.
  • Develop and monitor commercial KPIs, including cost savings, contract compliance, claims exposure, and supplier performance.
  • Support continuous improvement of procurement, contracting, and commercial management processes.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
