About The Position

PTC is seeking a Senior Principal Program Manager, People Operations, to own and serve as the subject matter expert for the company’s global contingent workforce program, covering contractors, consultants, freelancers, agency temps, and statement-of-work resources. The role defines how contingent workers are requested, engaged, onboarded, managed, and offboarded, balancing business agility with legal compliance, cost control, and a consistent worker experience. It is a senior individual-contributor position with significant influence across People, Procurement, Finance, Legal, IT, and Security, and includes additional People Operations programs as assigned. The position owns program strategy, the operating model, policies, standards, and the roadmap. It oversees engagement pathways and the worker lifecycle, manages supplier and MSP/VMS relationships, and partners with Legal, Compliance, Procurement, Finance, and People Technology to support compliance, risk management, data quality, financial visibility, and reporting. The role also leads cross-functional initiatives such as new-country launches, MSP or VMS transitions, automation, policy rollouts, M&A integration, and process improvements. The position requires reporting to an office at least three days per week and occasional travel if needed.

Requirements

  • 12 or more years of progressive experience in People Operations, Talent Acquisition Operations, workforce or program management, or management of a contingent or extended workforce program for a multinational organization.

  • Strong vendor-management and commercial skills, including contracts, SLAs, rate cards, scorecards, and negotiations with Procurement.
  • Strong analytical and financial skills, including spend forecasting, reconciliation, dashboards, and KPI reporting.
  • Excellent communication and influencing skills, including experience working with senior stakeholders and People Business Partners, Finance Partners, Legal Counsel, and Procurement.
  • Typically, a bachelor’s degree in HR, Business, Operations, or a related field, or equivalent experience.
  • Ability to report to an office at least three days per week.
  • Ability to travel occasionally if needed.
  • Must be authorized to work in the United States without requiring current or future employment-based immigration sponsorship.

Nice To Haves

  • Certification in program or project management, such as PMP or equivalent.
  • Process-improvement certification, such as Lean Six Sigma Green Belt or higher.

  • Experience launching or transitioning an MSP or VMS, or consolidating suppliers.

Responsibilities

  • Own the end-to-end contingent workforce program strategy, operating model, policies, standards, and scalable roadmap.

  • Drive supplier performance through governance forums and corrective action plans.
  • Partner with Legal and Compliance to manage worker-classification, co-employment, permanent-establishment, employment, tax, and data-privacy risks and requirements across the US and other countries.
  • Establish program controls, audit trails, and periodic reviews, and lead internal and external audits, including SOX audits where applicable.
  • Maintain contingent worker requirements for supplier background checks, right-to-work, security clearances, confidentiality, and IP assignment.
  • Own contingent worker data in Workday and a future VMS, including records, integrations, reconciliation, data quality, and requirements developed with People Technology and IT.
  • Partner with Finance to forecast, budget, and reconcile contingent labor spend, accruals, and invoices, and report on cost-to-serve and rate trends.
  • Build dashboards and analytics on headcount, spend, tenure, supplier performance, and compliance for People, Finance, and business leaders.
  • Lead cross-functional initiatives such as new-country launches, MSP or VMS transitions, process automation, and policy rollouts, applying program-management discipline to scope, plans, risks, and communications.
  • Streamline and automate the worker experience to reduce manual steps, friction, and processing times.
