Works under the Prevailing Wage Project Manager to coordinate and ensure compliance for all federal, state, and local city-wide funded construction projects exceeding fifty thousand dollars. Verifies and enforces labor wage laws, policies and ordinances ensuring laborers/mechanics are treated fairly and equitable on all City of Memphis construction projects. Works accordingly to meet project completion dates and technical specifications. Receives and answers laborer/mechanic labor complaints and questions. Develops new techniques and procedures to enhance current processes. Inspects project job sites and buildings for policy compliance. Examines and analyzes financial records to determine if accepted payroll procedures were followed in recording transactions. Resolves issues of non-compliance and addresses other concerns as needed. Conducts training for internal divisions on prevailing wage policies. Prepares a monitoring schedule which is used as work plan for the year. Interprets labor compliance requirements for public works and government contracts that comply with Davis-Bacon Act (DBA), Prevailing Wage, and other wage or reporting requirements. Makes on-site monitoring visits to construction sites to ensure policy compliance. Resolves differences in areas of non-compliance and addresses other concerns as necessary. Keeps abreast of emerging trends and changes in federal, state, and local regulations. Creates documents and presentations to educate the public on prevailing wage regulations and issues.
