Requirements

  • Bachelor of Science Degree in accredited construction-related curriculum, such as Civil Engineering, Construction Management, or equivalent plus 10 years of experience; or 15 years of relevant experience in the construction industry
  • Water & Wastewater Construction experience
  • Experience in estimating, scheduling, budget/cost control, field supervision, financial reporting, client relationship, computer skills, interpersonal skills
  • Excellent written and verbal communication skills
  • Strong organizational and leadership skills
  • Demonstrated success in managing construction projects/phases
  • Ability to train others and monitor their work for quality and completeness
  • Demonstrated success in managing support staff
  • Knowledge of industry-standard bid practice, with design-build & CMAR delivery methods
  • Experience in cost estimating, project scheduling, budget/cost control, construction, client relationships (internal and external), strong subcontractor/vendor relationships/knowledge, computer skills, and interpersonal skills.
  • Knowledge of estimating software (preference given to Beck Destini, Accubid, Bluebeam, InSite, etc.).
  • Excellent computer skills and familiarity with Microsoft Office Suite programs.
  • Ability to understand owner/engineer requirements, with ability to work from conceptual information.
  • Proven success in managing preconstruction bid and proposal processes.
  • Ability to train others and supervise their work for quality and completeness.
  • Proven success in managing support staff.

Responsibilities

  • Lead the development of detailed construction cost estimates from conceptual design through final design, ensuring accuracy and completeness at every stage
  • Manage and mentor estimating personnel, providing direction, oversight, and professional development
  • Participate in design review meetings and help guide the design team throughout the preconstruction phase
  • Evaluate design options and recommend optimal solutions based on cost, constructability, engineering quality, and material availability
  • Monitor project scope, cost, and constructability during design development to align with project goals and budget
  • Lead pricing strategy efforts in partnership with the proposal leader, ensuring alignment on approach, expectations, and deliverables
  • Develop bid packages, manage subcontractor and vendor participation, and evaluate market pricing to ensure competitiveness
  • Build and maintain strong relationships with subcontractors and vendors
  • Review proposal milestone schedules with the pricing team, track progress, and ensure timely completion of estimates
  • Communicate estimate status, risks, and updates clearly to the proposal leader and key stakeholders
  • Support the development of construction schedules and overall project planning
  • Contribute to responses for Requests for Proposals (RFPs) and Requests for Qualifications (RFQs)
  • Participate in client presentations, proposal interviews, and ongoing client engagement as needed
  • Train and develop preconstruction personnel while fostering a high-performing team environment
  • Maintain historical pricing data to inform future estimates and strategic decisions
  • Provide support to other departments and project teams as needed

  • Manages a team of Preconstruction professionals to develop an internal estimate, engage subcontractors, analyze bids, and compile the final estimate.
  • Leads the development and adherence to preconstruction standards and processes.
  • Manages the professional development of direct reports.
  • Participates in design review meetings. Reviews and oversees scope, cost, and constructability during the design development phase.
  • Participates in or leads the Estimate Plan meeting. Ensures the strategy developed in the Estimate Plan is viable within time and resource constraints; considers multiple viewpoints to generate the winning strategy; and evaluates risks in a corporately responsible manner.
  • When serving in the Lead Estimator role, leads the team of estimators assigned to a specific proposal.
  • Ensures the estimating team has the tools, information, and resources necessary to achieve the Estimate Plan objectives. If any of these are lacking, is responsible for rectifying these deficiencies prior to estimate submission.
  • Coordinates with the Proposal Lead or Design Manager if established design milestones are not met.
  • Intervenes on specific Requests for Information (RFIs) if the Lead Estimator requires support.
  • Ability to identify risk issues and determine their order of magnitude.
  • Ability to perform conceptual estimates.
  • Performs final review of the clarification document.
  • Ensures the estimate complies with the Request for Proposals (RFP) documents.
  • Performs Preconstruction-only estimate reviews prior to operational reviews.
  • Participates in the estimate operational review meetings.
  • Evaluate Value Engineering options based on cost, schedule, and constructability. Provide a recommendation on the best solution.
  • Establish and maintain relationships with subcontractors.
  • Develop a comprehensive subcontractor outreach and communication strategy, and ensure subcontractor contracting teams adhere to this strategy consistently. Ensure at least 3 quotes are received per bid package, unless otherwise agreed to by the Proposal Lead. Ensure only qualified subcontractors are considered in the final subcontractor selection.
  • Meet with local subcontractors as needed.
  • Organize, direct, or participate in pre-bid meetings, if required.
  • In conjunction with the Director of Preconstruction, develop process flows when necessary and ensure team members adhere to them.
  • Manage the development of standardized documents and ensure the use of such documents.
  • Ensure the subcontractor market has a positive experience with Haskell during the preconstruction phase. Identify and communicate opportunities for improvement, if necessary.
  • Identify subcontractors that possess a competitive advantage and develop key relationships to leverage these advantages.
  • Collaborate with the Business Diversity Coordinator when submitting proposals for federal or public sector agency projects, to develop a Small Business and/or Minority/Women-Owned Business Enterprise (WMBE) participation plan that meets project requirements.
  • Ensure the selected subcontractor constitutes a corporately responsible choice.
  • Assist the Project Director in the development of the Risk Register.
  • Assist in the development of the contract/bid book.
  • Ensure the budget submitted to the accounting department meets corporate cost coding standards.
  • Participate in scope review meetings, if applicable.
  • Assist in subcontractor selection.
  • Be responsible for gathering lessons learned during the preconstruction phase, if applicable.
  • Participate in the lessons learned meeting at project close. Understand budget variances (savings and overruns) and communicate these lessons learned to the preconstruction department.
  • Ensures a successful transfer from the preconstruction phase to the project team.
  • May assist the Project Management team in the vendor and subcontractor buy-out process.
  • May assist the Project Management team in change order management.
  • Is responsible for the development and ensures maintenance of the preferred subcontractor database.
  • Is responsible for the development and ensures maintenance of the bid form and bid package database.
  • Is responsible for the development and ensures maintenance of the cost history database.
  • Assists in the maintenance of the estimate database.
  • Trains Preconstruction personnel, Assistant Project Managers (APMs), Project Managers (PMs), and other personnel as needed.
  • Is responsible for the development and maintenance of the training program.
  • Conducts or assists in employee performance evaluations and participates in their professional development.
  • Meets with local subcontractors, attends bid site visits, and participates in conferences as needed.
  • Visits active construction projects as appropriate.
  • Manages preconstruction resources.
  • Coordinates with preconstruction professionals from other project execution groups to ensure consistency in systems, methods, processes, and standards. Receives and shares best practices across groups.
