About The Position

The Population Health portfolio provides public health leadership in the areas of Health Promotion, Chronic Disease and Injury Prevention, Environmental and Occupational Health, Emergency Planning, Response and Recovery, Knowledge Mobilization, Evidence Synthesis and Quality Improvement. This dynamic portfolio enables scientific evidence to practice through partnerships and support to local public health partners, the Ministry of Health and the healthcare system. This position will work closely with the Senior Director of Operations and portfolio leadership to manage portfolio-wide priority initiatives and planning processes across the continuum from strategic to operational, in a manner that ensures alignment and establishes appropriate linkages with program areas, stakeholders, as well as to organizational performance measurement and enterprise risk management (ERM).

Requirements

  • A Master’s degree in a health/health management related discipline is required.
  • At least 7 years of strategic, business, and operational planning experience, as well as knowledge and expertise in the development, implementation and monitoring of programs/initiatives is required.
  • Strong oral and written communication skills to prepare briefing notes, reports and presentations aimed at a senior management and stakeholder audiences using clear communication principles.
  • Acts as a focal point of contact for portfolio-wide priority initiatives to coordinate work, highly organized and able to prioritize initiatives.
  • Takes the initiative to provide planning expertise across the portfolio to ensure Population Health Leadership and/or program/project leads are provided with the appropriate level of support to plan and implement priority initiatives.
  • Designs planning techniques tools and templates to support priority initiatives.
  • Persuades client management to consider innovative approaches to formulating their various types of business planning objectives and framework, and to accept advisory guidance in a collaborative re-shaping and improvement of their plans and planning documentation.
  • Determines how to plan and develop key strategic planning initiatives and projects.
  • Determines the context of the broader organizational performance, financial and enterprise risk management frameworks.
  • Determines appropriate approaches to summarize information and indicators for Portfolio leadership.
  • Accountable for providing expertise in the development and implementation of key portfolio initiatives, along with metrics for reporting through PHO’s routine practices (e.g., Annual Business Plan, Mid-Year Status Report).
  • Ensures linkages between initiatives and available resources, and alignment with organizational planning cycles, performance measurement systems, and enterprise risk management.
  • Provides expertise and guidance to staff at all levels in the portfolio to advance key initiatives and facilitate alignment of activities across the portfolio and PHO.

Nice To Haves

  • Experience working with a provincial agency is an asset.
  • LEAN training and certification (LEAN green belt or higher) or experience in Quality Improvement is an asset.
  • Project Management certification is an asset.
  • Familiarity and/or proficiency with MS Co-Pilot is an asset.

Responsibilities

  • Provides planning and project management expertise to portfolio leaders to support and facilitate priority initiatives.
  • Supports the Senior Director of Operations and other senior leaders as directed on items related to the strategic plan directions, by providing guidance and support to implementation planning, and the process of implementation status reporting.
  • Manages effective relationships with internal teams and external stakeholders including the Office of the Chief Medical Officer of Health and local public health units.
  • At the direction of the Senior Director of Operations, leads and manages a range of projects, contributes to portfolio-wide initiatives in the operation plan, suggesting areas for improvement/alignment and possible solutions on internal processes.
  • Identifies, tracks and advises portfolio leadership on risks and mitigation strategies on the portfolio’s priority initiatives, including their alignment to the PHO Strategic Plan, ABP and Operational Plans.
  • Provides advice, tools, and project management support advancing priority initiatives.
  • Designs/adapts project management approaches, planning tools and techniques as applicable in a manner that enables high quality technological approaches to information gathering, sharing and analysis as it relates to portfolio wide projects or initiatives.
  • Stays abreast of leading practices in project management, strategic, business and operational planning and identifies opportunities for improvement accordingly.
  • Supports preparation of materials for situational awareness (e.g., briefing notes, evidence briefs, jurisdictional scans, SWOT analyses, situational reports on key issues and initiatives).
  • Supports preparation of materials for meetings and briefings (e.g., agendas, slide decks, background materials).
  • Acts as a liaison for the portfolio on organization-wide requests (e.g., audits, freedom of information requests) to coordinate and manage requests.
  • Summarizes and regularly reports on key portfolio metrics.
  • Undertakes other duties as assigned.
