About The Position

The Financial and Administrative Shared Services Division in Service Alberta and Red Tape Reduction is responsible for the province-wide administration of the Access to Information (ATI) Act. In addition, the division delivers the ATI program for Government of Alberta departments, and some of their agencies, boards, and commissions. The position offers a unique opportunity to provide strategic and coordinated leadership for building policy capacity for the Access to Information and King’s Printer branch. Reporting to the Manager, Access Policy, you will be responsible for the development, maintenance and enhancement of policy instruments and the development of the policy framework associated with the Access to Information Act (ATIA).

Requirements

  • Bachelors Degree (4 year program) in areas including Public Policy, Political Science, Communications, Business Administration or any other related field.
  • Plus a minimum of 4 years of progressively responsible experience related to policy development.
  • Two Year diploma with a minimum six years of related experience
  • Certificate with a minimum of seven years of related experience
  • No formal education with eight years of related experience.

Nice To Haves

  • Master of Public Policy or related degree
  • Experience with the public policy development process, including issue identification, research, analysis, decision making, consultation, and implementation.
  • Experience developing effective relationships and working with multiple interests to develop shared understanding and outcomes.
  • Experience interpreting legislation, regulations and/or policies including experience with Freedom of Information and Protection of Privacy Act and/or the Access to Information Act.
  • Well-developed project management and direction skills.
  • Excellent interpersonal and communication skills, including: clear and concise writing ability, strong listening skills, public speaking and presentation skills, diplomacy and professionalism.
  • experience drafting briefing notes.
  • experience in strategic planning.

Responsibilities

  • Addressing issues and opportunities Related to Access to Information.
  • Representing enterprise-wide perspectives on access to information, ensuring alignment with government priorities and values.
  • Development of briefing notes for Cabinet Committee Chairs, the Premier or Deputy Ministry or Executive Council.
  • Developing and managing project plans, including time-lines, deliverables, and resource requirements, to ensure successful execution.
  • Developing and maintaining policy instruments that are meant to guide a disciplined approach to access to information. These policy instruments must continue to align with these complex, ever-changing requirements.
