About The Position

The Senior Policy Advisor is responsible for delivering on the ambitions of Oxfam’s Natural Resource Justice (NRJ) global program. The Senior Advisor will provide policy analysis, research, high-level representation, program strategy and lead on advocacy on issues such as energy transition minerals, extractive industry governance, human rights protection, economic equity, and decarbonization pathways. They will lead on advocacy efforts in the U.S. and across priority countries, vis a vis the U.S. government, extractive industry companies, financiers and international financial institutions, and multilateral initiatives and international processes. They will work closely with country colleagues and allies in priority countries on policy analysis, research and campaign efforts, and cross-country learning and exchanges. They will contribute to fundraising efforts and contribute to evaluative and learning processes.

Requirements

  • Master’s degree in political science, government, international affairs, or a development related discipline or equivalent combination of education, experience, and training.
  • Minimum 7-10 years of relevant and progressive experience in policy, advocacy and campaigns.
  • Expertise in global, regional and national trends regarding extractive industries, human rights, transparency and inequality issues.
  • Proven lobbying and political skills – persuasive, diplomatic, articulate.
  • Experience advocating before or working within the corporate sector, government, and/or international financial institutions.
  • High-level policy analysis skills.
  • Strong oral and written communication skills that include the ability to communicate to a variety of audiences.
  • Proven public presentation skills.
  • Ability to work cooperatively, in a fast-paced environment, and in a cross-cultural setting with a number of long-distance working relationships.

Nice To Haves

  • Experience or in-depth knowledge of at least one developing country or region, with a preference for Latin America and/or West, East and Southern Africa.

Responsibilities

  • Provide expertise and thought leadership on extractive industry governance, human rights, gender, economic equity, and fiscal and transparency issues.
  • Develop and lead advocacy strategies to influence U.S. government, companies, investors, international financial institutions and others engaged in the extractive industries.
  • Conduct policy and political analysis to strengthen Oxfam’s understanding of and ability to influence the extractive industries sector.
  • Coordinate closely with Oxfam offices (countries, regions, affiliates, and Oxfam International) in the design and implementation of campaign strategies to promote a just energy transition and extractive industries governance.
  • Accompany Oxfam country programs through strategic advice, information and resource sharing, and joint strategy formulation.
  • Develop and maintain relationships with key staff in target companies, U.S. government agencies, IFIs and other actors to advance just energy transition, corporate accountability, human rights and transparency agendas.
  • Build and maintain strategic alliances with U.S.-based and international NGOs as well as non-traditional allies for advocacy campaigns.
  • Develop or manage the development of research and advocacy materials to influence decision-makers and key actors in the oil, gas, and mining sectors.
  • Monitor developments on inequality, human rights violations, and corruption related to extractive industries to identify leverage and influencing opportunities.
  • Support fundraising initiatives and donor engagement, including contributing to donor reports and learning and impact products.
  • Represent Oxfam externally at relevant conferences, events and meetings.
