About The Position

Peraton Labs is seeking an authoritative subject matter expert on program management practices, earned value management, and commercial and defense acquisition processes. This role bridges the gap between engineering teams and the program management domain, defining the analytical models, data schemas, and business rules that drive program management capabilities within an advanced analytical platform.

Requirements

  • Minimum of 8+ years of experience with a Bachelor's degree, 6+ YoE with a Master's degree, or 3+ YoE with a PhD in Engineering, Business, or related field
  • Experience in commercial or defense program management, earned value management, or acquisition oversight
  • Deep expertise in EVM principles and practices (EIA-748 compliant)
  • Experience with Integrated Master Schedules (IMS), Work Breakdown Structures (WBS), and cost performance reporting
  • Familiarity with IPMDAR/IPMR reporting formats and data elements
  • Understanding of risk management frameworks (DoD Risk, Issue, and Opportunity Management Guide)
  • Strong analytical skills and ability to translate domain knowledge into technical requirements
  • Excellent communication skills; ability to work effectively with software engineers
  • US Citizenship with the ability to obtain/maintain a Secret clearance

Nice To Haves

  • PMP or DAWIA Program Management certification
  • Experience with DCMA surveillance or program oversight roles
  • Familiarity with data analytics tools and concepts (SQL, Python basics, BI dashboards)
  • Experience as a Control Account Manager (CAM) or Earned Value Analyst
  • Master's degree in Engineering, Business, or related field is preferred

Responsibilities

  • Define data models and ontologies for cost, schedule, risk, and earned value management (EVM) data
  • Establish the "ground truth" schemas for structured program data: IMS baselines, cost performance reports, EVM metrics (CPI, SPI, TCPI, EAC, VAC), and IPMDAR formats
  • Design health/status scoring methodologies and RAG (Red/Amber/Green) assessment criteria
  • Define the rules and heuristics for non-traditional analysis: what signals in unstructured data (meeting notes, emails, briefings) indicate true program health vs. what the structured data reports
  • Validate analytical outputs from cost/schedule, risk, and data fusion engineers against real-world program management standards
  • Serve as the primary requirements source for all PM-related engineering work
  • Develop test cases and acceptance criteria for PM analytical features
  • Advise on compliance with DoD acquisition regulations (DoDI 5000 series, EIA-748)
