About The Position

The Senior Planner performs professional planning activities involving maintaining and updating the Comprehensive Plan, reviews proposed development for consistency with the Comprehensive Plan and Land Development Code and conducts a variety of planning studies. The position coordinates activities with County Departments, other local governments, and State, regional and Federal agencies. The employee also represents the Department before citizen groups, State and other agencies, County committees, the Planning Commission and the Board of County Commissioners.

Requirements

• Master’s Degree in Planning Two years’ professional planning experience OR Bachelor’s Degree in Urban and Regional Planning Four years’ professional planning experience OR Bachelor’s Degree in any other related field Six years’ professional planning experience
• For Candidates with a Bachelor’s Degree, required experience will be reduced by two years with certification by the American Institute of Certified Planners
• Valid State of Florida Driver’s License with clean driving history
• Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job

• Extensive knowledge of applicable State growth-management statutes
• Solid knowledge of planning areas, i.e., zoning, long-range and master planning, environmental planning, transportation, design, GIS and economic development
• Employees may be required to perform duties, including the employee’s normal work function or other emergency support functions as deemed necessary by the County, as assigned before, during, and after hazardous weather or state of local emergency.

• Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
• The person in this position frequently communicates with the Board, other County employees, contractors and the public at large regarding planning, development and zoning. Must be able to exchange accurate information in these situations.
• Must be able to perceive, inspect, assess, and compare data, including graphically (maps).
• Position consists mostly of sedentary work that primarily involves sitting/standing in an office environment. Must be able to remain in a stationary position 75% of the time.
• The person in this position needs to be able to frequently move about inside the office to access files, documents and drawings, personnel, office machinery, etc.
• Employee frequently positions self in order to retrieve maps, drawings and documents from storage in low, confined areas and in high, precarious places.
• Occasionally moves boxes, files, and/or large maps and drawing weighing up to 15 pounds.
• The position primarily operates in an indoor, office environment.
• Employee is subject to exposure to dust.
• Moderate noise level.

Responsibilities

• Prepares updates of the Comprehensive Plan, reviews proposed land use changes and text amendments, and reviews changes to the Land Development Code and related and/or supportive documents
• Review proposed development plans and monitor development activity on an ongoing basis
• Performs specialized research and analysis in areas of land use, transportation, public facility planning and financing, and other planning-related issues
• Represents the Director in meetings and before the public
• Performs other duties as assigned
