About The Position

The position supports the operations of the Planning & Development Services Department by coordinating permitting software activities, managing documentation, and facilitating communication across Planning & Development Services divisions on the implementation of the integrated development permitting software conversion and data migration. This position leads the implementation and ongoing management of the departments permitting software system, provides ongoing staff training and technical support, and ensures data accuracy and workflow efficiency. It will be the lead for data migration of electronic and paper files into the new software system and shall be responsible for establishing an electronic filing system for all Planning & Development Services related documents. It will assist with interdepartmental systems implementation, development review asset management, maintain records, and supports continuous improvement efforts to enhance permitting processes and customer service within the Planning & Development Services Department. This position reports directly to the Planning & Development Services Director.

Requirements

  • Bachelor’s degree in planning, information systems, computer science, or a closely related field from an accredited university supplemented one year of professional planning experience; or bachelor’s degree in planning or related field.
  • At least three (3) years of progressively responsible experience within municipal government or Planning & Development Services operations, with at least one (1) year directly involved in permitting software administration and data systems implementation or systems conversion.
  • High School Diploma and at least six (6) years of progressively responsible experience within municipal government or Planning & Development Services operations, with at least two (2) years directly involved in permitting software administration and data systems implementation or systems conversion.
  • A combination of relevant education, training, and experience that demonstrates the required knowledge and abilities.
  • Data migration, digital archiving, or electronic document management required.
  • Experience leading or supporting software implementation projects (preferably enterprise or permitting-related systems) required.
  • Experience providing technical support or end-user training required.
  • Must possess a valid Florida Driver’s License

Responsibilities

  • Performs accurate data entry, scanning, and uploading existing documentation into the County’s development review & permitting management systems as part of data conversion process.
  • Develop informational and training materials for departmental employees and public users of the department permitting applications.
  • Provides comprehensive support in all aspects of Planning & Development Services permitting, including application intake, tracking, documentation, and coordination among relevant divisions as part of establishing a streamlined electronic permitting & development review process.
  • Serves as the primary liaison for permitting and permitting software between Planning & Development Services divisions—including Administration, County Planning, including Current Development, Long-Range Planning, Rezonings, and Environmental Planning and Code Enforcement Management Systems Permits to facilitate effective communication and workflow.
  • Leads the implementation, conversion, post-implementation and ongoing management of permitting software systems in collaboration with department leadership.
  • Provides training and documentation for end users for all modified and new systems.
  • Make updates to the system and processes as needed.
  • Maintains accurate electronic and physical records, ensuring data integrity, accessibility, and compliance with County standards.
  • Serves as the Division liaison for new employee training in permitting software and procedures.
  • Demonstrates strong interpersonal and written communication skills while interacting with internal departments, external agencies, contractors, and the public.
  • Assists with special projects and research assignments aimed at improving permitting processes and interdepartmental coordination.
  • Participates in continuous improvement initiatives, offering recommendations to enhance efficiency, documentation accuracy, permitting workflows, and customer service within the Division.
  • Provide ongoing support to facilitate operational alignment with permitting systems.
  • Performs other related duties as assigned.
