About The Position

CVP is seeking a Senior Oracle Developer to join our team supporting the Census Bureau. This is a temporary (1099) opportunity needed until November 30th, 2026. The role involves performing systems analysis, design, and development, including designing and implementing secure code for software applications. Responsibilities include testing and maintaining large software applications, following Software Configuration Management techniques, performing iterative code development, and troubleshooting/supporting production applications. The developer will also assist other developers with technical solutions, evaluate and present software alternatives, and develop with relevant software languages (C, PL/SQL, Linux shell scripts). A key aspect of the role is working with large, complex Oracle databases and writing programs that exchange data with external systems in various formats. This includes conducting performance testing/tuning using advanced PL/SQL techniques, performing audit control processing, scripting, source control, production support, process audit control, and data profiling. The role also requires designing ETL processes for large Oracle databases and maintaining technical knowledge through continuous learning.

Requirements

  • Ability to obtain a Public Trust government security clearance (US Citizenship Required)
  • Bachelor’s Degree in Computer Science, Computer Information Systems, or a related field of study; 10 years of relevant professional experience in place of degree
  • Requires 5+ years of IT software development experience
  • Experience with Oracle 19c Developer's Suite (Oracle Forms and Oracle Reports 12c/14c)
  • Experience with the software development life cycle
  • Experience working with Change Management Software (e.g., Jira, GitHub, ServiceNow)
  • Excellent client relationship, communication and interpersonal skills
  • Experience with Oracle 19c Developer's Suite (Oracle Forms and Oracle Reports 12c/14c)
  • Experience with the software development life cycle
  • Experience working with Change Management Software (e.g., Serena Business Manager, PVCS Version)
  • Experience working with large Oracle data warehouses
  • Experience in handling all types of ETL data (e.g. XML, ASCII, JSON, CSV, fixed‑width, delimited, and relational data sources)
  • Experience with Advanced PL/SQL and ProC Languages. etc.)
  • Excellent client relationship, communication and interpersonal skills

Nice To Haves

  • Experience developing back-end components in Java, utilizing JDBC and middleware frameworks to enable data exchange between Oracle Forms/Reports and modern service-based architectures
  • Experience with cloud platforms such as Amazon Web Services (AWS), including experience working with PostgreSQL for querying, data integration, and interoperability between Oracle based and non-Oracle systems
  • Experience in other programing languages such as Java
