About The Position

The World Bank Group (WBG) is a global partnership of five institutions dedicated to ending extreme poverty and promoting shared prosperity. The East Asia and the Pacific (EAP) Region has experienced significant economic growth and poverty reduction but still faces development challenges. The EAP Development Effectiveness Unit (EAPDE) supports the region's management and operational teams to deliver a strong program aligned with country and corporate priorities. EAPDE's work includes strategic and operational advice, quality assurance, pipeline and portfolio management, risk management, and operational learning. This role focuses on supporting the China, Mongolia, Korea Country Management Unit (CMU) and ensuring the effectiveness and strategic alignment of its operational program.

Requirements

  • Master's or PhD in a relevant field discipline (Economics, Business, Political Science, Finance, International Relations, or a similar field relevant to the Bank’s Mission).
  • Sustained record of achieving high-quality substantive results over an extended period (at least 8 years of Bank and/or external relevant experience).
  • Solid knowledge of World Bank operational policies and procedures for both operations and country products.
  • Demonstrated operational experience as TTL (or task team member with substantive deliverables) for country engagement products (CPFs, PLRs, CLRs, PRA, RECA, etc.), or country operations (IPF, PforR, DPF, RAS) with a strong high-level strategic dialogue.
  • Excellent written and verbal communication skills, with a proven ability to convey complex information clearly, succinctly, and diplomatically, and to influence others persuasively.
  • Demonstrated maturity and sound judgment, with the ability to engage effectively with senior management, with high level of integrity and discretion.
  • Demonstrated experience managing competing priorities and working efficiently to meet strict deadlines without compromising quality, accuracy, or attention to detail.
  • Proven capacity to build strong working relationships with colleagues and clients, demonstrating empathy, reliability, and a willingness to assist others, and contributing to a culture of trust, collegiality, and shared success.

Nice To Haves

  • A combination of experience in two regions, or in one region and a corporate assignment (OPCS, CRO, DFI, etc.) would be a plus.
  • Experience in and familiarity with China or similar Upper-Middle and Middle-income countries, and with World Bank’s engagement model in these countries would be a plus.

Responsibilities

  • Advise the Division Director for China, Mongolia, and Korea on historical and forward-looking context related to the China Partnership Framework.
  • Develop DD’s engagement strategy with senior management and corporate units on the China-World Bank partnership.
  • Prepare briefs, talking points, and strategic notes for DD engagement with senior management and the Board, and ensure proper preparation and follow-up for these high-level engagements.
  • Act as liaison between the CMU, corporate units (OPCS, DFI, TRE, etc.), and EDs offices.
  • Strengthen coordination within the China Country Team to ensure coherent messaging on the country engagement, risk management, and One WBG engagement; and screen corporate and country program documents for risks and propose mitigation measures.
  • Support preparation and strategic positioning of key country engagement deliverables (CPF, PLR, CLR as needed), ensuring selectivity and alignment with corporate priorities.
  • Lead or co-lead preparation and coordination of the Annual Business Planning Exercise, aligning pipeline prioritization and resource allocation with EAP and corporate targets.
  • Help ensure portfolio alignment with WBG Scorecard commitments, the Jobs agenda, sector strategies; and support translating corporate priorities into actionable country-level programming, results frameworks, and pipeline decisions.
  • Serve as Trust Fund Manager for the Korea Office Trust Fund, ensuring strategic allocation of resources and alignment with EAP and corporate priorities.
  • Serve as CMU representative for the China–World Bank Partnership Facility (CWPF), contributing to governance discussions and ensuring alignment with EAP and corporate objectives.
