About The Position

KBR is seeking a Senior Operations Manager, whose primary responsibility will involve overseeing and managing Change Management within the LOGCAP Program Management Office (PMO). This entails direct supervision of personnel engaged in various crucial tasks, including the generation and submission of basis of estimates (BOE), concepts of operations (CONOPS), consolidated budgets, budget logs, and incurred cost pulls. In addition to these financial aspects, this role will extend to managing UCO/UCA (undefinitized contract actions), items for negotiations, and proposals for new work solicited by the US Government, specifically in the context of the LOGCAP program. Furthermore, responsibilities will encompass project planning schedules, where strategic oversight will be essential for successful execution. Overall, the role of Senior Operations Manager will be integral to the efficient functioning of the LOGCAP PMO Change Management, involving a diverse range of responsibilities crucial for the overall success of the program.

Requirements

  • Proficient in all Microsoft Office applications and software, with advanced Excel skills.
  • Must be able to travel, including internationally and potentially to austere locations.
  • Must meet KBR and Government mandated pre-deployment requirements including, but not limited to drug screening, medical screening, dental release, and criminal background check.

  • Preferably hold a national security clearance at the Secret level.

  • Develop and maintain detailed cost estimates for project components, considering factors such as labor, materials, equipment, and overhead costs.
  • Utilize cost estimating techniques to create accurate projections.
  • Have extensive experience in Cost Forecasting for both labor and materials.
  • Possess advanced knowledge of construction, base life support functions, and logistics.
  • Exhibit high-level mathematical skills.
  • Communicate effectively in English, both verbally and in writing.
  • Possess the ability to collect and normalize data, design cost estimating methods and models.
  • Develop life-cycle cost estimates using various methods such as parametric, analogy, etc.
  • Have a thorough understanding of Parametric Estimating, Benchmarking, and their applications.
  • Evaluate pre-solicitations, technical exhibits, and requests for proposal (RFP), preparing questions to address inconsistencies.
