About The Position
Join the Iowa Department of Health and Human Services (HHS) as a Senior Full Stack .NET Developer and play a pivotal role in supporting, maintaining, and enhancing mission-critical applications that serve child welfare, healthcare, and statewide public programs. As a hands-on technical leader, you will ensure operational stability, resolve production issues, modernize legacy systems, and drive innovation across the organization’s enterprise applications.
Requirements
- Bachelor’s degree in Computer Science, IT, or related field, or equivalent professional experience
- 5+ years designing and developing with C#, .NET, and ASP.NET
- Advanced expertise in SQL Server, database design, stored procedures, performance tuning, and query optimization
- Hands-on experience with SSRS report creation and support
- Proven track record building and consuming RESTful and/or SOAP APIs
- Proficiency with Azure DevOps for source control and project pipelines
- Strong knowledge of accessibility standards (WCAG 2.1 AA)
- Experience supporting and troubleshooting enterprise production applications
- Full-stack development across front end, middleware, and backend services
- Advanced proficiency with HTML, CSS, and SASS
Nice To Haves
- Experience with government, healthcare, or HHS systems
- Legacy application modernization expertise
- Familiarity with Angular, GitHub, and AWS services
- Background in UX design and USWDS standards
- Accessibility certification or formal training
- Experience supporting DOM processes and state IT frameworks
Responsibilities
- Develop, enhance, and maintain enterprise applications using C#, ASP.NET, and .NET Core
- Design and optimize SQL Server databases, stored procedures, and queries to ensure high performance and data integrity
- Build, modify, and troubleshoot SSRS reports critical to business operations
- Create and support RESTful and SOAP APIs and middleware integrations
- Collaborate with stakeholders, business analysts, QA, and IT teams to deliver secure and reliable solutions
- Analyze and resolve complex production issues across multiple applications and environments
- Modernize legacy applications and assist in reducing technical debt
- Manage source control, deployments, and CI/CD pipelines using Azure DevOps
- Ensure applications meet accessibility (WCAG 2.1 AA) and compliance standards
- Support front-end enhancements and participate in UI/UX improvements
