About The Position

We are seeking an experienced Senior Metadata Ingestion Business Analyst to support a major Enterprise Information Management (EIM) initiative for the Texas Health and Human Services Commission (HHSC). This role is ideal for an experienced Business Analyst who excels at metadata management, data governance, business analysis, SQL, and enterprise data cataloging. As part of an Agile development team, you will serve as the bridge between technical IT teams and business stakeholders, helping improve metadata quality, enterprise data governance, business glossaries, reporting, and AI-enabled data management across one of Texas' largest public sector organizations.

Requirements

  • 8+ years of Business Analysis experience supporting enterprise technology initiatives.
  • 8+ years gathering business requirements related to metadata acquisition, enterprise analytics, or complex data management initiatives.
  • 8+ years of experience as a Business Analyst, Systems Analyst, Data Analyst, or Data Liaison working with enterprise data.
  • Advanced SQL experience for data extraction, manipulation, validation, and enrichment.
  • Experience creating and maintaining business glossaries, metadata repositories, or enterprise data catalogs.
  • Experience supporting business data lineage analysis and enterprise analytics initiatives.
  • Strong analytical, problem-solving, and critical thinking skills.
  • Excellent communication, presentation, and stakeholder management abilities.
  • Ability to explain complex technical concepts to business users and executive leadership.

Responsibilities

  • Gather, analyze, and document business requirements related to enterprise metadata management and data governance initiatives.
  • Partner with program staff, business leaders, and technical teams to identify and document business and technical metadata.
  • Connect Enterprise Information Management (EIM) cataloging and data lineage systems with enterprise source systems.
  • Automate metadata collection and updates for high-value enterprise data assets.
  • Extract, analyze, enrich, and validate metadata from multiple complex internal and external data sources.
  • Develop and maintain enterprise business glossaries and metadata repositories.
  • Collaborate with stakeholders to create dashboards, visualizations, and reporting that measure metadata quality and enrichment progress.
  • Translate technical findings into clear, easy-to-understand language for non-technical audiences.
  • Support enterprise data governance initiatives by ensuring metadata complies with agency standards and reporting requirements.
  • Develop documentation, training materials, and user guides to improve enterprise data literacy.
  • Train and mentor business users on metadata tools, glossary management, and AI-assisted data discovery.
  • Develop standardized AI prompts and query templates to improve metadata retrieval and reporting accuracy.
  • Work closely with Data Engineering, IT, and business teams to troubleshoot metadata issues and improve enterprise data quality.
  • Stay current on emerging AI technologies, metadata management tools, and enterprise data governance best practices.
