About The Position

The Metadata Ingestion Analyst will support the Health and Human Services Commission (HHSC) on the Performance Management & Analytics System (PMAS) / Enterprise Information Management (EIM) project. This role serves as a senior-level liaison between technical IT staff and non-technical program personnel across Health and Human Services (HHS) departments and agencies. The analyst is responsible for metadata acquisition, analysis, and enrichment to support agency reporting, data governance, and strategic decision-making. The ideal candidate brings deep expertise in complex data environments, business requirements gathering, and the emerging application of AI tools to metadata synthesis. This position operates within an agile development methodology and contributes directly to the continued build-out of the EIM system. All work products produced under this engagement are considered works made for hire and remain the property of HHSC.

Requirements

  • 8 years of experience gathering business requirements and translating complex metadata acquisitions and operational requirements into clear, actionable access paths for data glossaries for complex analytics.
  • 8 years of experience explaining technical findings and data limitations in simple, non-technical language to end-users and leadership.
  • 8 years of experience in a complex data analysis, senior business/systems analyst, and/or data liaison role.
  • 8 years of strong experience with SQL for data extraction, manipulation, and enrichment.
  • 8 years of experience collaborating with end-users and performance analysts or IT internal leaders to create and validate glossaries for analytics development and business data lineage analysis.
  • Excellent communication, presentation, and interpersonal skills.

Nice To Haves

  • 5 years of experience with Business Intelligence and/or Data Warehouse environments.
  • 5 years of experience acting as the primary point of contact for program staff with metadata and glossary needs for analytics projects.
  • 5 years of experience working in a health and human services or similarly regulated environment, with a strong understanding of agency metadata requirements.
  • 5 years of experience applying data governance and data quality principles.
  • 5 years of experience with data glossary tools such as Informatica Enterprise Data Catalog (EDC) and Axon Data Governance.
  • 2 years of experience championing data literacy across an organization.
  • 2 years of experience training and mentoring staff with varying levels of data literacy.
  • 1 year of experience with AI prompt development.

Responsibilities

  • Serve as the primary liaison between technical IT teams and non-technical program staff to connect EIM cataloging and lineage systems to source systems.
  • Gather and translate complex metadata acquisition and operational requirements into clear, actionable access paths for data glossaries supporting complex analytics.
  • Automate the regular collection and updates of agency metadata for high-value data assets.
  • Extract, integrate, and analyze metadata from multiple complex internal and external sources to support HHS program needs.
  • Collaborate with end-users, performance analysts, and IT leadership to create and validate visualizations, glossaries, and official reporting outputs.
  • Develop and conduct training sessions to champion data glossary literacy across the organization for staff with varying levels of technical proficiency.
  • Create documentation and standardized prompt libraries and query templates for common reporting and metadata synthesis needs.
  • Provide subject matter expertise in validating AI-generated output, with particular focus on identifying and mitigating hallucinations.
  • Work with data engineering, IT, and program teams to troubleshoot metadata inconsistencies and recommend mitigation strategies.
  • Stay current on emerging AI and metadata analysis tools and techniques to continuously improve data quality, glossaries, and reporting capabilities.
