About The Position

The USGPO doesn't have routine days, and neither will you. As the Portfolio Manager for our USGPO programs, you'll manage day-to-day delivery across 3 portfolios of work supporting intel, ops, and C5. You'll manage cost, schedule, staffing, and performance, tracking financials, and coordinating a prime and subcontractor workforce operating across multiple CONUS sites and OCONUS locations. You'll work daily with mission stakeholders, program offices, contracting officers, CORs, and directorate staff to keep requirements, funding, staffing, and deliverables synchronized, resolve execution issues before they become client issues, and support the capture of follow-on and new task order opportunities with proposal inputs, staffing plans, and basis-of-estimate development.

Requirements

  • 10+ years of experience supporting JSOC, USSOCOM, or SOF component commands in program management, logistics, staff operations, or enterprise support roles
  • 3+ years of experience managing multiple federal contract task orders concurrently, including cost, schedule, staffing, performance, and profit and loss (P&L) tracking
  • Experience managing geographically dispersed prime and subcontractor teams across CONUS and OCONUS locations
  • Experience working daily with government stakeholders, including program offices, contracting officers, CORs, and directorate or command staff leadership
  • Experience with government contract administration, including task order proposals, budget execution, staffing plans, and deliverable management
  • Knowledge of USGPO headquarters staff functions and battle rhythm, including how requirements are generated, resourced, and executed
  • Ability to travel CONUS and OCONUS in support of portfolio operations
  • TS/SCI clearance
  • Bachelor's degree

Nice To Haves

  • Experience managing portfolios valued at $100M or more with responsibility for execution, growth, and customer relationships
  • Experience leading logistics, sustainment, acquisition, technology modernization, or enterprise transformation initiatives
  • Experience as a senior military officer assigned to USGPO or a joint SOF headquarters
  • Experience supporting USSOCOM, Joint Staff, Combatant Commands, Defense Agencies, or Intelligence Community organizations
  • Possession of excellent executive communication skills, including preparing and delivering briefings to general officers, SES, and national-level stakeholders
  • Master's degree in Business, Engineering, National Security, or Public Administration
  • PMP Certification
