The Senior Manager, Primary Care Digital Transformation (PCDT), is responsible for leading a team that delivers digital-first products, services, and solutions that improve the experience of clinicians, patients, and caregivers. This role works collaboratively across Digital Excellence in Health (DxH), Ontario Health, government partners, and external stakeholders to establish program objectives, drive product strategy, and ensure successful delivery and ongoing support of digital solutions.
The Senior Manager champions a citizen-centered, digital-first mindset and promotes innovative approaches that contribute to a more connected healthcare system. They oversee the end-to-end product lifecycle, including strategy, roadmaps, design, implementation, and continuous improvement, ensuring alignment with organizational priorities and clinical program needs.
As a people leader, the Senior Manager fosters a culture of collaboration, agility, innovation, accountability, and continuous learning. They build strong relationships with senior leaders and stakeholders, communicate the value of their team's contributions, and ensure products are delivered efficiently, securely, and sustainably. This role requires a balance of strategic leadership, technical understanding, program oversight, and operational execution.

Requirements

• Bachelor’s or Master's degree in Business, Health-related fields, Engineering, Computer Science, or related discipline, or equivalent experience.
• 10+ years of experience in the functional area of expertise (Software Engineering, Quality Assurance, Security, etc.).
• Minimum of 5 years in a Digital/IT leadership role and previous experience leading people, programs and or projects.
• Demonstrated experience managing complex technology portfolios and large-scale IT implementations.
• Strong knowledge of Agile methodologies, project delivery practices, SDLC, and product management principles.
• Experience leading healthcare technology and integration initiatives.
• Knowledge of user-centered design, innovation practices, cloud-based platforms, and AI-driven technologies.
• Experience managing multiple concurrent initiatives from planning through implementation.
• Expert knowledge of business domains related to assigned product areas and their interdependencies across portfolios
• Strong strategic thinking, analytical, and problem-solving capabilities.
• Ability to make decisions with enterprise-wide impact in complex environments.
• Excellent communication, relationship management, negotiation, and stakeholder engagement skills.
• Demonstrated leadership ability with a track record of building high-performing teams and driving results.
• Strong organizational and prioritization skills with the ability to manage competing demands.
• Effective presentation and facilitation skills for both technical and non-technical audiences.

Responsibilities

• Lead the development and execution of product strategies, roadmaps, and operational plans in collaboration with program partners, DxH colleagues, and ministry stakeholders.
• Drive product portfolio alignment, identify synergies across products, and support the delivery of integrated digital solutions.
• Champion Ontario Health’s digital-first vision and promote innovative, citizen-centered approaches to healthcare delivery.
• Bridge strategy and execution through effective planning, governance, metrics, business models, and road mapping.
• Provide thought leadership on digital technologies, innovation opportunities, sustainability planning, and value realization.
• Ensure products meet organizational standards, privacy, security, and SDLC requirements throughout the product lifecycle.
• Anticipate, assess, and address risks, constraints, and delivery challenges to support successful outcomes.
• Build and maintain strong relationships with internal teams, healthcare system partners, vendors, government agencies, and external stakeholders.
• Partner with clinical portfolios to ensure program objectives are reflected in technical product strategies and roadmaps.
• Communicate complex business and technical concepts to diverse audiences, including clinical, operational, business, and technical stakeholders.
• Ensure stakeholders have visibility into product performance, value delivery, and strategic outcomes.
• Collaborate across Ontario Health and DxH to support planning, funding, reporting, and service delivery objectives.
• Lead, mentor, and develop a multidisciplinary team of 5–15 employees, fostering a collaborative, agile, and high-performing culture.
• Provide full people leadership responsibilities, including recruitment, performance management, coaching, career development, succession planning, and employee engagement.
• Support project teams by providing guidance on managing risks, issues, and escalations.
• Promote an inclusive and respectful workplace that values diversity and encourages continuous learning.
• Work closely with Human Resources to address employee relations matters and support organizational priorities.
• Operate with a high degree of independence while determining when matters require escalation to senior leadership.
• Make decisions with significant organizational impact, balancing strategic objectives, operational needs, and long-term sustainability.
• Lead cross-functional problem solving, innovation initiatives, and change management activities that support organizational transformation.
• Support other leaders and undertake additional responsibilities as assigned, consistent with the role.
• Support other managers and perform additional duties consistent with the role as required.
