About The Position

The Senior Manager, U.S. Benefits is a strategic leader responsible for the strategy, design, and transformation of our U.S. health and welfare benefit programs. This role will also serve as the project manager for harmonizing benefits across RBC and City National Bank (CNB). The position reports to the Director, U.S. Benefits.

Responsibilities

  • Lead end-to-end benefit harmonization redesign initiatives and the evolution of U.S. benefits strategy across RBC and CNB.
  • Design and optimize health and welfare programs aligned with RBC’s Blueprint, market competitiveness and financial sustainability.
  • Conduct benchmarking, financial analysis and medical trend assessment to inform plan design recommendations.
  • Develop forward-looking recommendations to enhance program effectiveness, affordability and employee experience.
  • Serve as the project manager for cross-entity harmonization of benefits programs.
  • Establish project structures, timelines, milestones, and governance frameworks.
  • Drive cross-functional collaboration with Procurement, Finance, Legal, Talent Services, and external partners.
  • Ensure alignment with U.S. regulatory requirements and internal risk and governance framework.
  • Develop a vendor strategy across U.S. benefit programs including consolidation opportunities between RBC and CNB.
  • Lead RFP processes, vendor evaluations, and contract negotiation in partnership with Procurement.
  • Manage strategic relationships with consultants and vendors to ensure alignment with RBC’s guiding principles.
  • Identify opportunities to optimize vendor performance, program efficiency and employee experience.
  • Provide oversight and guidance on U.S. regulatory requirement (e.g. ACA, MHPAEA, ERISA) related to plan design and program changes.
  • Lead responses to regulatory changes and litigation risks, ensuring proactive adherence to RBC’s risk and governance framework.
