About The Position

We are seeking the best talent for a Senior Manager, Technical Product Owner (TPO) for Regulatory Strategy, located in Raritan, NJ or Titusville, NJ. This role is responsible for maximizing the value of one or more technology products that enable getting our global submissions prepared faster and enabling drugs to get to patients faster. The role partners closely with business and technology stakeholders to define and prioritize the product backlog, translate needs into clear user stories with acceptance criteria, and ensure delivery teams build the right capabilities with the right quality. This role operates with significant autonomy, setting near‑term and mid‑term priorities, aligning outcomes to regulatory strategy, and ensuring releases deliver measurable improvements. This role serves as a senior individual contributor and people leader, accountable for product ownership practices and effective delivery execution while partnering closely with Regulatory, Product Management, Architecture, Engineering, Quality, and Security stakeholders to ensure solutions are feasible, compliant, and deliver intended outcomes.

Requirements

  • Bachelor’s degree or higher in Computer Science or a related discipline (Engineering, Math, Physics, IT).
  • 10+ years of progressive IT and business experience, including ownership of enterprise‑scale products or platforms
  • Proven experience leading multi‑team, multi‑vendor delivery in regulated (GxP) environments
  • Deep expertise in data platforms, API architecture/design, and cloud‑native technologies
  • Strong understanding of Global Regulatory Affairs, including Health Authority interactions, submissions, and approvals
  • Strong technical background with deep understanding of generative AI and latest technologies
  • Demonstrated ability to operate with high autonomy, broad scope, and material business impact
  • Strong executive‑level communication and stakeholder management skills
  • Willingness to travel domestically (~20%)

Nice To Haves

  • Master’s Degree in Computer Science or a related discipline (Engineering, Math, Physics, IT).
  • Experience with the Veeva RIM Platform
  • Experience leading AI/ML or Generative AI implementation products in regulated environments
  • Experience supporting regulatory or enterprise transformation initiatives

Responsibilities

  • Shape the squad vision/roadmap and steer delivery of product/platform capabilities oriented around business impact (e.g., submission efficiency, authority interactions, approvals)
  • Shape and prioritize the backlog using customer and stakeholder needs; translate requirements into prioritized user stories with clear acceptance criteria
  • Balance business value with technical feasibility while prioritizing stories/features, optimizing cost and improving delivery efficiency
  • Accountable for shaping and hitting squad OKRs and for value delivery/value realization; partner with Product/Platform Management on business value, messaging, and stakeholder communications
  • Actively participate in all squad ceremonies; facilitate and support release planning, sprint planning, demos, and refinement to optimize the flow of value
  • Collaborate to ensure all partners are clear on roadmap activities, design decisions, interdependencies, risks, and timelines; synchronize with other squads to deliver cross-squad work
  • Drive reporting and analytics to provide visibility on squad performance (e.g., sprint metrics, flow/throughput, outcomes, and user results) and inform adjustments
  • Own and manage product documentation and information; work with the Lead Engineer to balance technical debt with feature delivery and support release readiness decisions
  • Ensure product features/work meet relevant security, privacy, and compliance standards (including ISRM and TQ/Q-CSV), with requirements embedded in the backlog
  • Drive selection of solution options; partner with the Lead Engineer to assess technical elements and tradeoffs prior to user testing and implementation
  • Drive engagement with third parties (vendors/partners) to support delivery of squad objectives and ensure integration and operational readiness
  • Drive continuous improvement across the product lifecycle, using outcomes and metrics to refine backlog priorities and ways of working
  • Plan resourcing for the squad(s) (e.g., new roles/changes) as needed
  • Influence across a matrixed, global organization without direct authority
  • Build strong partnerships with Regulatory, Quality, Platform, and Vendor teams
  • Model J&J leadership behaviors and foster an inclusive, high‑performance culture
  • Identify opportunities for process innovation and technology‑enabled transformation
  • Evaluate emerging technologies (including AI/GenAI where appropriate) for regulatory use cases
  • Drive continuous improvement in product ownership practices, engineering ways of working, delivery models, and product operations
  • Monitor industry trends and ensure the product portfolio remains competitive and compliant
