About The Position

The Senior Manager, Quality & Engineering requires strong technical capabilities plus an instinctive, problem-solving mentality and experience conceptualizing and creating out-of-the-box solutions. The Senior Manager, Quality & Engineering requires deep expertise in software quality, test automation, and Agile execution. Working closely with senior engineers and product leaders, this role embeds quality into every stage of sprint delivery, manages technical debt, and ensures data integrity – all within Inovalon’s fast-growing IT Healthcare Informatics industry.

Requirements

  • 5+ years leading QA teams as a QA Manager, Test Lead, or equivalent, covering all testing phases: System, Integration, UAT, and Performance; onshore/offshore delivery model experience required.
  • 5+ years of hands-on experience with test automation tools (e.g., Selenium, Playwright, Postman, JMeter) and designing/developing test automation frameworks and in-house testing tools.
  • 4+ years of experience across SOA, web-based, and three-tier architectures; ETL, reporting, and data analytics testing experience; Informatica and Tableau preferred.
  • 4+ years with defect management tools (ADO); 3+ years as a Test Architect or QA Lead preferred.
  • Demonstrated Agile/Scrum experience including leading sprint ceremonies, backlog management, and partnering with engineering teams to identify and reduce technical debt.
  • Solid understanding of QA principles: manual testing, test automation (UI, API, data layers), data validation, white-box, black-box, load, coverage, and regression testing methodologies.
  • Proficiency in DevOps and CI/CD practices; experience tracking and reporting SLAs and KPIs in managed services engagements.
  • Experience with large-scale test strategies including data migration and conversion projects; healthcare or pharmacy domain experience preferred.
  • Comprehensive business process knowledge with sound judgment in day-to-day management decisions; strong organizational, analytical, and communication skills; detail-oriented with the ability to manage competing priorities.
  • Experience managing healthcare/pharmacy business units is preferred.
  • Experience in test methodologies and strategies for large scale projects is required; data migration/conversion projects is preferred.
  • Must possess strong organizational and communication skills, both verbal and written.
  • Ability to work both independently and effectively in teams.
  • Must possess a strong attention to detail.
  • Bachelor's degree or equivalent required; 10+ years of experience in software quality, test engineering, or engineering leadership, with at least 4 years in a management or leadership role.

Responsibilities

  • Serves as a second-level manager overseeing first-level managers, supervisors, and a cross-functional team of Quality Assurance and Performance Engineers and Testers; provides direct support for critical issue resolution and risk mitigation.
  • Manages and coordinates onshore and offshore staff across Agile/Scrum delivery teams; ensures clarity of roles, sprint expectations, and individual accountability.
  • Establishes operational objectives, policies, procedures, and work plans; delegates assignments and advises teams on moderately complex matters.
  • Owns hiring, performance appraisals, and talent decisions for direct reports; actively mentors QA Engineers, Quality Analysts, and developers on Agile practices and quality ownership.
  • Makes decisions with direct impact on medium-term (1+ year) team and program outcomes; develops and executes policies with potential company-wide effect.
  • Drives the strategy and execution of larger enterprise initiatives, contributing across multiple areas of the organization.
  • Maintains expert-level knowledge of Inovalon's products and services to inform quality strategy and meet product development requirements.
  • Leads implementation of technical solutions, ensuring best practices in architecture, design, development, and quality engineering are consistently applied.
  • Defines, develops, and deploys the product quality assurance and performance strategy across all phases of the product development lifecycle.
  • Owns checklists and Definitions of Done (DODs) for software testing, performance, and deployment; ensures delivery against all QA goals and objectives.
  • Selects and maintains tools and methodologies to identify defects, enforce quality standards, and ensure the effectiveness of essential QA infrastructure.
  • Drives continuous adoption of test automation; stays current with industry trends and recommends process improvements and alternative testing approaches.
  • Delivers, revises, and approves test plans; establishes and maintains high standards for test coverage and release readiness, including within MPP and data-intensive environments.
  • Provides oversight of sprint delivery timelines and quality gates; ensures team adherence to development schedules and product specification requirements.
  • Develops clear, realistic execution plans aligned with customer commitments set by business development and product teams.
  • Allocates resources effectively and removes impediments to protect the team's ability to deliver each sprint goal.
  • Anticipates product release risks and takes timely corrective action; flags interdepartmental delivery timing and output quality issues.
  • Addresses complex, ambiguous challenges requiring conceptual thinking and deep organizational knowledge; navigates quality, platform health, and technical debt issues with both strategic and hands-on judgment.
  • Engages regularly with cross-functional and senior management on matters affecting functional areas, departments, and external customers; influences stakeholders and drives alignment on departmental outcomes.
  • Establishes and maintains documentation policies for all products.
  • Maintains compliance with Inovalon’s policies, procedures and mission statement.
  • Adheres to all confidentiality and HIPAA requirements as outlined within Inovalon’s Operating Policies and Procedures in all ways and at all times with respect to any aspect of the data handled or services rendered in the undertaking of the position.
