About The Position

Under the general direction of the Senior Director of Regulatory Affairs, the Senior Manager, Regulatory Affairs serves as a regulatory advisor responsible for translating complex regulatory, legislative, accreditation, and policy developments into practical business guidance, implementation strategies, and operational guardrails across Covista institutions and business units. The position provides regulatory leadership through proactive monitoring, research, impact assessment, stakeholder consultation, and implementation support. The Senior Manager leads the Strategy and Research function, establishes priorities, reviews and advances the team’s analyses and recommendations, and supports development of team members. The position leads or supports significant regulatory initiatives from rulemaking and impact assessment through operational implementation, while maintaining continuity of regulatory interpretations, decisions, and institutional knowledge. The role collaborates with institutional and functional leaders to identify regulatory implications, develop practical and compliant solutions, promote consistent decision-making, and support regulatory readiness across Covista institutions.

Requirements

  • Bachelor's Degree required
  • 8+ years of experience in regulatory assurance, compliance or licensing required.
  • 2+ years of supervisory experience required.
  • Excellent interpersonal, organizational, written and verbal communication skills.
  • Excellent working knowledge of with MS Word, SharePoint, PowerPoint and Excel a must.
  • Must be familiar with the standards and requirements of multiple state authorizing agencies and institutional / programmatic accreditors.
  • Demonstrate the ability to establish and develop positive relationships with senior leaders and other key stakeholders.
  • Must possess strong critical thinking skills to decipher regulatory requirements that may not be explicit.

Nice To Haves

  • Master's Degree preferred.
  • Experience with U.S. Department of Education regulations, Title IV requirements, federal rulemaking, accreditation, or multi-institutional operations preferred.

Responsibilities

  • Provide regulatory interpretation, consultation, and practical guidance regarding complex and evolving regulatory requirements; respond to regulatory inquiries, projects, and business initiatives in a timely manner.
  • Participate in strategic planning, implementation, and operational discussions to advise management regarding growth initiatives, business strategies, institutional changes, regulatory risks, and corrective action strategies.
  • Serve on cross-functional workgroups and implementation teams to support compliance with federal, state, and accreditor requirements and promote effective execution of regulatory initiatives.
  • Develops regulatory guidance, procedures, training, and implementation resources to support organizational compliance, regulatory awareness, and consistent operational practices.
  • Partners with institutional and business stakeholders to identify regulatory risks, compliance gaps, implementation challenges, and opportunities for process improvement; recommend practical solutions and operational standards where appropriate.
  • Reviews student-facing, public-facing, and operational communications, including websites, marketing materials, enrollment communications, disclosures, policies, forms, and guidance documents to promote regulatory accuracy and consistency.
  • Conduct research, analysis, benchmarking, and environmental scans related to federal, state, accreditor, and policy matters; assess institutional impacts, compliance considerations, strategic opportunities, and implementation requirements.
  • Analyze, interpret, and communicate regulatory developments and emerging requirements; develop executive summaries, impact assessments, reports, presentations, and other decision-support materials for leadership and key stakeholders.
  • Review and respond to regulatory inquiries, projects, and business initiatives by conducting research, evaluating regulatory implications, and providing practical guidance, compliance recommendations, and implementation considerations.
  • Maintain regulatory monitoring frameworks, reporting tools, tracking systems, and research resources to support timely and consistent communication of regulatory developments.
  • Provides leadership, coaching, and oversight for Strategy and Research personnel, including prioritizing work, reviewing analyses and recommendations, supporting staff development, and managing departmental workflows.
