About The Position

Support Constellation's regulatory affairs strategy in contested cases and similar proceedings before state utility commissions. In consultation and coordination with a cross-functional team across the company's policy, legal, and business organizations, this position coordinates and supports litigation positions, builds external coalitions, engages with external stakeholders, and supports advocacy strategies to achieve regulatory outcomes that create value for the company. The role prepares and coordinates regulatory advocacy materials, including briefs, expert analysis and testimony, comments, and position papers. It maintains and leverages relationships with regulators and regulatory staff, industry participants, and other stakeholders, and advises business units on the impacts and opportunities created by regulatory litigation, including recommending advocacy, commercial positions, and other actions to drive value for company operations and assets. The manager leads regulatory engagement on retail and commercial proceedings, including rate cases, and supports the defense or expansion of retail energy opportunities in competitive and new states. The role also manages key proceedings and supports the development of data center tariffs across key states, coordinating internally to improve tools and reporting on tariff developments and other large-load matters.

Requirements

Bachelor's degree and 8 years of experience; 12 years of experience may substitute for a degree.
Either 8 years of professional experience, including 2 or more years specializing in government affairs, public advocacy, and/or communications; or a minimum of 6 years of professional experience, including 4 or more years specializing in those areas.
Comprehensive knowledge of legal principles, practices, and procedures, with the ability to apply them to complex assignments.
Strong interpersonal skills and the ability to build strong relationships with team members and business stakeholders.
Excellent legal research and analytical abilities, and knowledge of federal and/or state law.

Nice To Haves

Bachelor's degree in Business, Engineering, Political Science, Public Policy, or a related field.
Advanced degree in Political Science, Public Policy, or a related field, or a law degree.
Demonstrated ability to build a strong network of contacts within government and local agencies at multiple levels.
Understanding of the energy industry broadly, and the electric generation sector specifically.

Responsibilities

Manage the company's regulatory affairs activity in contested cases and similar proceedings before state utility commissions, including developing and supporting litigation positions, building external coalitions, and executing strategies to achieve outcomes that create value for the company.
Prepare and coordinate regulatory advocacy materials, including briefs, expert analysis and testimony, comments, and position papers.
Lead coordination with retail and commercial teams and the Retail Energy Supply Association (RESA) on retail proceedings and rate cases, as appropriate, to promote fair rate allocation and rate designs for existing and potential customers.
Support, defend, and, in some instances, expand state retail energy opportunities in competitive states and new states identified by the Commercial Team.
Monitor and attend relevant commission general meetings and share pertinent retail and commercial information with the broader Policy, retail, and commercial teams.
Monitor legislation and commission-level rule implementation, including rulemakings, workshops, and technical conferences related to retail matters.
Maintain and leverage relationships with regulators and regulatory staff, industry participants, and other stakeholders, including representing the company at conferences and industry gatherings.
Manage and support key docketed proceedings and the development and evolution of data center tariffs across key states.
Collaborate with internal departments to develop and enhance tools and reports that inform the organization about data center tariff developments and other new large-load matters.
Coordinate engagements at NARUC, MACRUC, MARC, and other conferences as determined by the Regulatory Advocacy Affairs Strategy.
Perform other duties as assigned by the Department VP or Director.
