The Regulatory Affairs Manager oversees organizational compliance with federal, state, and local telecommunications statutes, tariff administration, Universal Service Fund (USF) programs, wholesale circuit billing assurance, and inter-carrier settlements. The role aids with preparing jurisdictional cost studies and assists with Universal Service programs, including Schools and Libraries / E-Rate, Rural Health Care, and Lifeline. The position could also help with Continuing Property Records (CPR) maintenance and fixed-asset regulatory accounting. Serving as a financial and regulatory partner across the business, the Regulatory Affairs Manager bridges external regulatory authorities—including the FCC, USAC, NECA, and state PUCs—with internal finance, billing, legal, and network engineering teams to safeguard revenue integrity, optimize cost recovery, and minimize statutory liability.
