About The Position

The Non-Product Procurement organization drives our internal purchases of all business needs not tied to the bill of material (BOM). As Senior Manager, PWA Non-Product Procurement you will be leading a team of managers and buyers who support Mod Centers across PWA. In this role you will be supporting the purchases of Consumables, Facilities, Services, Development Ops, Digital Technologies (DT) software , hardware, and services, Materials Process Engineering (MPE), Instrumentation & Machine and Tool Services (MTS), and tooling. Your yearly spend responsibility will be $200-500M. Success will be measured by developing strategies and executing goals with the business units/departments that include finance, legal, internal operations, accounts payable, sourcing, and our external suppliers. The Senior Manager, Non-Product Procurement will be expected to execute on business requirements that include: Own all PWA OEM purchasing for non-BOM material. Requires ability to influence others to accept practices and approaches, and ability to communicate and influence executive leadership. Provide leadership and direction with emphasis on change management to direct reporting managers and buyers that are both direct reporting and dotted line reporting. Owns and develops critical strategic and operational goals that have significant impact to the achievement of results (e.g., more than 3 years). Additional focus is on short to medium-term operational plans (e.g., less than 1 year to 1-2 years) to achieve organization results. Work requires a high degree of responsibility for resources and frequently influences business decisions made by executive leadership. Recommends and implements new processes, policies, standards or operating plans in support of strategies. Ensure that control tower metrics are met; PO placement TAT, quality escapes, CORE metrics, etc. Establish and execute material planning for each mod ctr to ensure no gaps in production needs working directly with the operations planning team Partner with legal, sourcing, and the operation sites to execute long term agreements that meet each site’s respective strategies and goals Partner with finance and accounts payable to rectify any payment opportunities, PO funding opportunities, or approval opportunities at a site level. Communicate to peers and management, the requirements that support processes to ensure smooth production flow. Support the high visibility projects for both Rare Earth Elements across PWA and our Powdered Metal initiative.

Requirements

  • A University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years of experience.
  • U.S. Citizen - U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
  • Management and leadership knowledge to lead cross-department project teams or manage across multiple related departments.

Nice To Haves

  • Knowledge and comfort with SAP, Ariba, SureSource, ePay, Supplier Network Collaboration (SNC), Spend Intelligence Platform (SIP), Microsoft Office 365 products.
  • A security clearance due to interactions with Military Engines and various Program Offices.
