Requirements

  • Bachelor’s degree in engineering, Construction Management, or related field (or equivalent experience)
  • 15+ years of experience in project controls supporting large-scale capital projects
  • Demonstrated experience supporting one or more of the following: CCGT or other power generation projects, Transmission line, substation, or distribution programs and process industry facilities (oil & gas, petrochemical, or similar)
  • Demonstrated experience with: Scheduling (Primavera P6) , Cost control and forecasting, Earned Value Management (EVM) and Risk management and quantitative analysis
  • Experience supporting projects exceeding $500M+ (T&D) and/or $1B+ (generation) in total installed cost
  • Proven ability to operate both hands-on and in a leadership capacity
  • Strong understanding of engineering, procurement, and construction workflows across power and utility infrastructure
  • Experience working within EPC, EPCM, or owner-led project delivery models

Nice To Haves

  • Experience in an EPC firm
  • Familiarity with stage-gate Project Delivery Systems (utility or major capital programs)
  • Experience supporting multi-prime contracting environments
  • Certifications such as PMP or AACEi (CCP, PSP)
  • Experience with digital project delivery tools (Primavera P6, Maximo, Procore, advanced analytics/AI tools)

Responsibilities

  • Perform duties aligned with project controls leadership and accountability, including hands-on project controls execution (early phase), schedule management and integration, cost management and forecasting, risk management and performance analytics, reporting, governance and stakeholder communication, team leadership and capability building, and digital enablement and advanced controls.
  • Serve as the project controls lead supporting full lifecycle delivery of utility-scale projects, including CCGT generation, transmission, substation, and distribution infrastructure, from development through commissioning and turnover.
  • Establish and lead integrated project controls across cost, schedule, risk, and performance management.
  • Provide leadership-level insight to Project Director and executive stakeholders on project health, risks, and corrective actions.
  • Implement governance, reporting, and control processes aligned with a structured Project Delivery System.
  • Personally develop and manage integrated master schedules (Level 1–4) across development and execution phases.
  • Lead cost tracking, forecasting, and variance analysis, including support for estimate development.
  • Implement earned value management (EVM) and progress measurement.
  • Develop and maintain integrated schedules across engineering, procurement, construction, and commissioning.
  • Ensure alignment between engineering deliverables, procurement milestones, and construction sequencing across generation and T&D scopes.
  • Monitor critical path, path of construction, and schedule performance metrics.
  • Lead scheduled risk analysis and develop recovery and mitigation plans.
  • Establish total installed cost (TIC) tracking, forecasting, and reporting processes across generation and T&D portfolios.
  • Manage budget control, commitments, change management, and cash flow forecasting.
  • Provide forward-looking cost insights and variance analysis to support decision-making.
  • Support development and validation of Class III estimates for regulatory and investment decisions.
  • Develop and maintain an integrated risk register covering cost, schedule, and execution risks across multiple asset classes.
  • Perform quantitative risk analysis (QRA) and support contingency management strategies.
  • Monitor leading indicators such as CPI/SPI, change order exposure, material availability, and field productivity.
  • Identify early warning signals and drive mitigation actions across the project team.
  • Develop and deliver executive-level dashboards and performance reports.
  • Support monthly and quarterly project performance reviews with senior leadership.
  • Ensure consistency and accuracy of reporting across contractors and project teams.
  • Communicate project performance, risks, and mitigation strategies to stakeholders.
  • Build and lead a growing project controls team, including field-based and centralized resources.
  • Establish standardized processes, tools, and training to enable scalable delivery across generation and T&D programs.
  • Mentor and develop project controls professionals across multiple sites.
  • Evolve into leadership of project controls across multiple projects and programs.
  • Support implementation of integrated project systems (Primavera P6, cost systems, ERP integration).
  • Leverage digital tools and analytics to improve forecasting, reporting, and decision-making.
  • Enable integration across systems such as scheduling tools, asset systems, and contractor platforms.
  • Drive continuous improvement in project controls through technology and data-driven insights.
