About The Position

The successful candidate will be an experienced Program Manager, Proposal Manager, or Scheduler with expertise in People, Process, and Tools best practices within the Aerospace & Defense industry. This role involves implementing Repeatable Program Excellence (RPX) improvement projects and serving as the primary contact for functional program management issues for the Intel & Cyber sector presidents and staff. The candidate will collaborate effectively with the SMS PMX staff, functional partners, and sector program teams. Additionally, they will act as the Chief of Staff to the Sector President, driving the Intel & Cyber Leadership Operating System, supporting business growth, and fostering the Sector Culture.

Requirements

  • Bachelor's degree with a minimum of 12 years of experience or a post-graduate degree with 10 years of experience.
  • Prior program management experience.
  • Prior proposal management experience.
  • Prior EVMS experience.
  • Demonstrated ability to present to executives/management on important topics.
  • Demonstrated ability to work independently, identify problems, and propose solutions.
  • Demonstrated ability to work cross-functionally across geographically-disbursed teams.
  • Ability to obtain Department of Defense (DoD) Security Clearance.

Nice To Haves

  • Department of Defense (DoD) Secret Clearance.
  • Prior experience providing instructional training to program team(s).
  • Knowledge of Business Intelligence (BI) tools such as Tableau, PowerBI, etc.
  • Knowledge of the Business Acquisition Process (BAP).

Responsibilities

  • Implement Repeatable Program Excellence (RPX) initiatives including: Program Leadership Team (PLT) Certification program, Readiness for Program Management (RPM) rotational program, Common Work Breakdown Structure (CWBS), Common Data Matrix (CDM), Cobra Standardization, Risk Tracker, Schedule Metrics Analysis & Reporting Tool (SMART), Program Health Dashboard (PHD) & Automated Program Review Template (PRT).
  • Provide support to Sector / Programs, including participation in various sector, division, and proposal/program reviews.
  • Ensure scheduling support for proposals/programs.
  • Enforce Program Management policy and process requirements.
  • Lead continuous improvement projects.
  • Coordinate training requirements and provide training instruction for program teams.
  • Coordinate support for internal and customer audits.
  • Coordinate and adjudicate PMX support priorities.
  • Conduct Performance Analysis / Reporting, including schedule performance analysis, earned value management and EAC metrics, and training metrics.
  • Serve as Chief of Staff to the Sector President to drive the Intel & Cyber Leadership Operating System, support business growth, and build the Sector Culture.
