About The Position

The Senior Manager of Purchasing has overall responsibility for organizing, negotiating, purchasing and distribution of medical, office, and pharmaceutical supplies at all health centers and administrative offices at Planned Parenthood of Greater Texas (PPGT). In conjunction with Health Center Managers, ensures proper procedures are followed and centers have adequate supplies. Ensures productivity expectations, customer service and compliance standards are maintained. Abides by the organization’s mission in performing job duties. Demonstrates an understanding of and commitment to quality healthcare and excellent customer service.

Requirements

Bachelor’s degree + 2 years of relevant exempt experience or Associate’s degree + 4 years of relevant exempt experience or High School diploma or equivalent + 6 years of relevant exempt experience.
Relevant exempt experience: Purchasing, Procurement, or Purchasing Management.
Must have at least 1 year of supervisory or management experience.
Excellent computer skills with knowledge of Microsoft Word, Excel, PowerPoint, Outlook, and Internet.
Willingness and ability to adapt to change including advances or new technology.
Excellent customer service skills and commitment to providing the highest level of customer satisfaction.
Must be able to work flexible hours including evenings and weekends.
Must be able to travel as required.

Relevant Education: Supply Chain Management, Business Administration, Fnance, or a related field.
Experience in health care industry preferred.

Responsibilities

Develops, implements, and continually improves organizational purchasing strategies, policies, and procedures to support operational and financial objectives.
Leads, supervises, and develops purchasing staff, establishing performance expectations, accountability measures, and professional development plans.
Forecasts organizational purchasing and inventory needs based on utilization trends, growth projections, and operational requirements.
Oversees the procurement process, including competitive bidding, requests for proposals (RFPs), vendor selection, contract administration, and supplier performance monitoring.
Negotiates and manages vendor contracts to secure optimal pricing, service levels, rebates, and contract terms while ensuring compliance with organizational policies and regulatory requirements.
Establishes and maintains strategic relationships with key suppliers, internal stakeholders, and business partners to support organizational goals.
Approves and manages purchasing activities, including requisitions, purchase orders, and contract expenditures, in accordance with delegated authority and procurement policies.
Researches suppliers, products, services, market trends, and regulatory requirements to identify cost-effective sourcing opportunities and operational improvements.
Monitors supplier quality, delivery performance, and service levels and implements corrective actions when standards are not met.
Oversees inventory management processes across health centers and operational locations, ensuring appropriate inventory levels, minimizing shortages and excess inventory, and promoting inventory accuracy.
Tracks and analyzes inventory utilization, purchasing patterns, ordering practices, and supply expenses by health center, identifying trends and opportunities for cost reduction and process improvement.
Partners with Finance and operational leadership to develop budgets, monitor purchasing expenditures, and ensure organizational spending aligns with financial targets.
Develops and monitors key performance indicators (KPIs) related to purchasing, inventory management, contract compliance, supply costs, and operational efficiency.
Evaluates purchasing and inventory performance across health centers and implements initiatives to improve standardization, utilization management, cost control, and overall operational effectiveness.
Ensures accurate maintenance of procurement records, contracts, supplier documentation, purchasing files, and related reports to support audit readiness and regulatory compliance.
Collaborates with Accounts Payable and Finance to ensure timely invoice reconciliation, payment processing, and resolution of purchasing discrepancies.
Provides training, guidance, and oversight to health center staff regarding purchasing procedures, inventory controls, supply management practices, and policy compliance.
Investigates and resolves issues related to defective products, supply disruptions, vendor performance concerns, and other procurement-related challenges.
Conducts ongoing evaluation of purchasing and inventory management programs and recommends and implements approved process, technology, and system improvements.
Produces timely and accurate reports to Planned Parenthood Federation of America and regulatory agencies.
Prepares and presents periodic reports and analyses to executive leadership regarding purchasing performance, inventory trends, contract savings, budget variances, and efficiency initiatives.
Supports Pharmacists by preparing product(s) for health centers when appropriate.
Is responsible for the Material Safety Data Sheet (MSDS) Manual.
Has restricted access to patient private health information and has no reason to view protected health information (PHI). May have access to data that is not considered PHI, such as aggregate numbers.
