About The Position

CASL is seeking a Senior Manager of Clinical Services to lead a team of clinicians and support program growth in providing culturally responsive, community-based behavioral health care. The role involves guiding clinicians in delivering trauma-informed services, ensuring clients receive compassionate care, and contributing to the organization's mission of empowering individuals and families. CASL, founded in 1978, is a large community-based organization in the Midwest serving Asian Americans and others, with a focus on health, human services, education, and advocacy.

Requirements

  • Accessibility to personal vehicle to accommodate home visits, outreach events, and other conferences.
  • Ability to deliver services in the home or other community-based settings.
  • Proficiency in using Microsoft 365 applications, including Outlook, Word, Excel, PowerPoint, Teams, and other products.
  • Ability to work independently, manage competing priorities, and adapt to evolving program, client, and organizational needs.
  • Commitment to continuous learning and process improvement.
  • Clinical Psychologist, or a Licensed Clinical Social Worker (LCSW) possessing a master's, with a valid license to practice in the state of Illinois is required.
  • A minimum of 5 years of documented clinical work experience in community mental health field.
  • A minimum of 3 years of program management experience required.
  • A minimum of 3-5 years of experience in clinical supervision and staff/intern supervision required.
  • Proficiency in English required.
  • Knowledge and access to a diverse range of diagnostic tools and therapy materials.
  • Experience managing clinical pathways, caseloads, and other administrative day to day activities.
  • Strong knowledge of Rule 132 and Rule 140, which cover the Illinois state regulations on governing behavioral health.
  • Experience with Medicaid documentation, IM+CANS, and EHR systems.
  • Willingness and ability to see clients across behavioral health programs including, but not limited to: Substance abuse, intellectual developmental disabilities, Alzheimer’s and Related Dementias, and moderate to severe mental health disorders.
  • Knowledge and experience with managed care organizations (e.g., prior authorization, billing, auditing).
  • Knowledge and ability to refer and to connect clients to outside community resources and providers, program collaboration, and behavioral health program growth.
  • Solution focused, collaborative, and synergistic team player within the department and within CASL overall.

Nice To Haves

  • Second language proficiency such as Chinese (Mandarin and/or Cantonese) or Spanish a plus.
  • Basic understanding of Salesforce or similar data management systems is a plus.

Responsibilities

  • Provide weekly clinical and administrative supervision to direct reports and interns.
  • Provide bi-weekly or monthly group supervision to clinicians/interns.
  • Offer timely feedback, coaching, and reflective support to strengthen clinical outcomes.
  • Support and hold accountable an interdepartmental team for compliance with the Client Advocacy Unit Model.
  • Ensure services are delivered in a culturally competent and person-centered manner.
  • Aid in recruiting, onboarding, and developing staff members.
  • Conduct performance reviews and stay interviews.
  • Evaluate, assign cases, and assist in creating schedules for staff members.
  • Plan and organize training for departmental and agency staff members.
  • Conduct thorough reviews and signoffs of case notes, treatment plans, and clinical documentation.
  • Ensure clinical documentation is completed by treating staff members within 7 business days.
  • Ensure treatment plans are renewed at least every 180 days.
  • Carry a caseload of 5 clients to model clinical best practices.
  • Develop and implement a system for tracking and responding to client escalations and service inquiries.
  • Facilitate triage for complex cases.
  • Take on complex cases to ensure continuity of care.
  • Troubleshoot systemic barriers to care.
  • Develop, evaluate, and revise program workflow or policy protocols.
  • Perform quarterly audits on clinical documentation and submit reports.
  • Work with staff for medical necessity audits.
  • Support the operational oversight of the Brain Health and Behavioral Health programs.
  • Provide guidance to program staff, aligning program goals with CASL's mission.
  • Participate in leadership meetings and support strategic program planning.
  • Provide regular, data-informed reports to the Director of Clinical Services.
  • Support grant applications, renewals, and reports.
  • Support and work with direct reports on grant management and meetings with funders.
  • Work with the Director of Clinical Services on sourcing and pursuing new grant applications.
  • Provide input to the Director of Clinical Services on program structure and new service/program development.
  • Support quarterly meetings and workshops with individuals served and community stakeholders.
  • Support community workshops or partners' meetings.
  • Represent CASL at external meetings.
  • Operate the Behavioral Health Clinic in compliance with all applicable laws and regulations.
  • Assist the Director of Clinical Services in preparing for accreditation.
  • Be responsible for own professional development.
  • Be responsible for data management using Salesforce and/or Electronic Health Record System.
