This role is a hybrid work arrangement. Work schedule to be discussed with the Hiring Manager according to the guidelines defined by the department. Requirements

  • Fluent in both English and French with the professional polish to influence and advise executive stakeholders
  • Ability to translate complex organizational challenges into innovative, actionable learning solutions.
  • Diplomacy and conflict-management skills to guide leaders through structural and cultural transformations.
  • Bachelor's or Master's degree in Human Resources, Organizational Development, or a related field.
  • 5+ years of experience leading large-scale Leadership Development portfolios, including team management, product governance, and vendor management.
  • Deep knowledge of modern instructional design, coaching frameworks, assessment tools, and global L&D trends.
  • Candidates may be subject to skills and knowledge testing.
  • A mandatory Criminal record check.

Responsibilities

  • Design, scale, and sustain an enterprise-wide leadership development strategy aligned with CBC/Radio-Canada’s 2025–2030 Enterprise Strategy.
  • Oversee a modern portfolio that includes flagship development programs, on-demand learning, coaching services, and leadership assessments.
  • Develop and execute a 3–5 year leadership roadmap focused on closing modern capability gaps (e.g., hybrid team management, digital/AI fluency, resilience, and inclusive leadership).
  • Lead the end-to-end design and delivery of dynamic leadership programs for emerging, mid-level, and senior executives.
  • Define the strategic "Why" and measure the ROI/business impact of these initiatives.
  • Partner with People & Culture (HR, Recruitment, Succession Planning) to build a robust, diverse leadership pipeline and ensure seamless post-program skill application.
  • Manage the portfolio's annual budgeting, resource allocation, vendor contracts, and software/platform governance.
  • Oversee project lifecycles from quarterly planning to data-driven post-mortems.
  • Establish KPIs to monitor progress, optimize delivery models, and regularly report results to senior executives.
  • Hire, coach, and manage a high-performing team of internal professionals and external consultants.
