The Senior Manager, Inspection & Maintenance – Sewer Operations is responsible for planning, directing, and managing the operation and maintenance of all sanitary, storm, and combined sewer systems and associated programs. This role involves directing personnel and resources to maintain and improve sewer inspection and maintenance programs, and responding to customer complaints and sewer emergencies.
Requirements
- Ten (10) years of progressive experience in Program Management, inclusive of five (5) years of experience as a supervisor.
- Or equivalent combination of education and experience.
- Bachelor's Degree in Civil Engineering or related field from an accredited college or university.
- Knowledge of concepts, principles, and practices of civil engineering.
- Strong analytical planning and organization skills.
- Excellent human relations and communication skills.
- Excellent leadership and management skills, including the effective delegation of authority.

Responsibilities
- Plans, directs, and monitors ongoing programs, projects, and work activities related to the inspection and maintenance of sewer collection systems.
- Provides clarifications and interpretations of drawings and specifications, and recommends changes to design, specifications, and schedules to accommodate unforeseen conditions, policy changes, and other necessary scope adjustments.
- Coordinates the activities and services of the Inspection and Maintenance Branch with other units of the Authority.
- Provides engineering and technical input and direction for the planning, design, and construction management of sewer system improvement projects and program administration for the Capital Improvement Program (CIP).
- Directs the sewer collection system infrastructure inspection and maintenance program, evaluating program objectives, developing operational plans, and identifying personnel and resource requirements.
- Directs a comprehensive inspection and maintenance program for sanitary, storm, and combined sewer systems.
- Participates in engineering design development and implementation, and recommends changes to Authority technical standards and requirements.
- Provides directions to contractors engaged in sewer system inspection and maintenance work.
- Develops inspection program plans and oversees the inspection of work performed by the Branch.
- Continuously evaluates the characteristics of major inspection and/or maintenance emergencies associated with storm and sanitary sewer lines.
- Prioritizes and schedules emergency work to ensure timely and responsive services to customers.
- Directs the workflow and service/work order processes.
- Establishes effective links with investigation and maintenance of sewer services programs to address emergencies and customer requests.
- Establishes and maintains effective work performance measures, operations and maintenance requirements, and emergency responses; monitors work progress and reviews work plans and specifications for completeness and technical accuracy.
- Manages and monitors the purchasing and issuance of parts, tools, and equipment, ensuring availability and accountability for usage.
- Develops response plans to address workload requirements, reduce work order backlogs, and improve program efficiency.
- Represents the Department on claims and other investigation and maintenance-related issues at public hearings, civic meetings, and before professional groups and government agencies.
