The Senior Manager, Information Governance reports to the Vice President of Operations and will provide strategic leadership for enterprise information governance and taxonomy, Electronic Document Management System (EDMS) governance, project information management, and assigned information management resources. This role is a strategic partner to the Senior Manager of Records Management and Document Control, aiming to establish an integrated information governance framework that supports regulatory compliance, project execution, EPC collaboration, records lifecycle management, and long-term information stewardship. The position involves developing and implementing governance strategies for effective information management, control, accessibility, and preservation throughout its lifecycle. Key areas of focus include EDMS capabilities, information management processes, project turnover strategies, Common Data Environment (CDE) strategy, Technical Data Management (TDM), and collaboration with Engineering, Procurement, and Construction (EPC) organizations.

Requirements

  • Bachelor’s degree in Information Management, Business Administration, Engineering, Organizational Development, or related discipline; equivalent experience may be considered.
  • 15+ years of progressive experience in the commercial nuclear industry supporting information governance, records management, document control, project information management, engineering information management, or related disciplines.
  • Minimum 15 years of experience working within ASME NQA-1 quality assurance programs or equivalent nuclear quality management environments.
  • Demonstrated leadership experience supporting large-scale Engineering, Procurement, and Construction (EPC) projects.
  • Experience developing and implementing enterprise information governance frameworks, standards, and procedures.
  • Experience leading Electronic Document Management System (EDMS) governance, implementation, optimization, or administration.
  • Demonstrated experience implementing Common Data Environments (CDEs), Technical Data Management (TDM) programs, metadata governance, and digital engineering information management.
  • Experience managing technical professionals and cross-functional teams.
  • Demonstrated experience working collaboratively with Engineering, Quality Assurance, Information Technology, Procurement, Project Management, EPC contractors, vendors, suppliers, and executive leadership.
  • Demonstrated ability to influence stakeholders and drive organizational change.
  • Familiarity with Microsoft Suite

Nice To Haves

  • Experience supporting regulated industries including nuclear, energy, utilities, government, or other highly controlled environments.
  • Knowledge of NRC, DOE, ASME NQA-1, quality assurance records, configuration management, and technical data management requirements.
  • Experience with enterprise content management platforms such as OpenText Documentum, Oracle Aconex, SharePoint, Idox Fusion P8, or similar systems.
  • Experience developing project turnover strategies and managing large-scale information handover activities.
  • Professional certifications in records management, information governance, project management, systems engineering, or change management.

Responsibilities

  • Develop, implement, and maintain enterprise information governance strategies, standards, procedures, and frameworks.
  • Establish processes to ensure information assets are managed consistently throughout their lifecycle, from creation through retention and final disposition.
  • Partner with business stakeholders to improve information quality, accessibility, usability, and compliance.
  • Lead continuous improvement initiatives that enhance information management practices and operational effectiveness.
  • Support the development of governance models that align business needs with regulatory, contractual, and operational requirements.
  • Lead enterprise Common Data Environment (CDE) and Technical Data Management (TDM) strategies supporting integrated digital engineering and lifecycle information management.
  • Establish governance for technical metadata, master data, taxonomy, and digital information exchanges across enterprise systems.
  • Provide strategic ownership and governance for enterprise EDMS capabilities.
  • Lead EDMS governance activities including system configuration, taxonomy, metadata standards, document classification, workflows, security models, and user access controls.
  • Partner with Information Technology and business stakeholders to support system enhancements, integrations, and long-term platform strategy.
  • Establish processes to maximize EDMS effectiveness, adoption, and alignment with business requirements.
  • Lead EDMS personnel responsible for system support, administration, process improvement, and user engagement.
  • Serve as the primary information governance partner for Engineering, Procurement, and Construction (EPC) organizations.
  • Develop and implement project information management strategies supporting engineering, procurement, construction, commissioning, and operational turnover activities.
  • Establish document control and information governance expectations for EPC contractors, suppliers, and project stakeholders.
  • Develop standardized turnover methodologies to ensure project information is complete, accurate, traceable, and transferred in accordance with organizational and regulatory requirements.
  • Support project teams in managing information from project initiation through final handover and long-term retention.
  • Partner with the Senior Manager of Records Management and Document Control to align records governance, document management, and information lifecycle practices.
  • Support development of enterprise records strategies, retention practices, and long-term information preservation approaches.
  • Ensure EDMS governance and project information processes support records management requirements.
  • Provide subject matter expertise related to information lifecycle management, electronic records, and digital information preservation.
  • Provide leadership and direction for assigned Information Governance and EDMS personnel.
  • Manage workforce planning, resource allocation, performance management, mentoring, and professional development activities.
  • Establish clear roles, responsibilities, processes, and performance expectations for assigned teams.
  • Promote collaboration across Operations, Engineering, Quality, Information Technology, Project Management, EPC organizations, vendors, suppliers, and external stakeholders.
  • Support succession planning and development of a sustainable information governance capability.
