About The Position

The Senior Manager, Expanded Learning Programs & Grants leads and oversees the YMCA's expanded learning portfolio, to include ensuring program compliance, data reporting, fiscal oversight, curriculum planning, Continuous Quality Improvement (CQI), and strong school and district partnerships. Reporting to the Vice President of Youth Development, the Senior Manager, Expanded Learning Programs & Grants plays a critical operational role as the liaison between funding partners (primarily school districts) and program teams. This position is supported by a shared full-time program coordinator and works in close collaboration with YMCA centers across Los Angeles County. The YMCA offers a variety of after school programs, including grant-funded, subsidy and fee-based programs, including licensed child care, licensed-exempt child care, after school enrichment, ELOP programs and ASES programs. Within the Youth Development department, this position will focus solely on ELO-P and ASES programs.

Requirements

  • Bachelor's degree in child development, Early Childhood Education, Recreation, Health and Human Services, Social Services, Finance or a related field preferred-or equivalent combination of academic preparation and experience.
  • Demonstrated acute experience managing and administering ELOP/ASES grants – reporting, audits, finance, expenditure management, compliance, implementation, etc.
  • Minimum of four (4) years managing or providing oversight to multi-site before and after school programs.
  • Prior experience supervising supervisors and frontline staff is required.
  • Strong working knowledge of and at least two (2) or more years of experience managing and leading ELO-P grant requirements, compliance, and reporting standards.
  • Must hold or be willing to obtain within 60 days of hire: Infant-Child-Adult CPR, First Aid & AED.
  • Completion of health screening and TB clearance within seven (7) days of hire.
  • Strong background in program planning, fiscal management, and staff supervision, experience in school partnerships and community relations, knowledge of mandated reporting, child safety protocols, and risk management practices.

Responsibilities

  • Support and provide guidance/technical assistance to ELO-P/ASES funded before and after school programs across more than 30 school sites during the school year and summer.
  • Ensure full and appropriate utilization of grant funds in collaboration with the finance and grants management teams.
  • Review and check for accuracy attendance, invoice, and expenditure reports for both internal and external stakeholders.
  • Guide YMCA centers through the audit process and help ensure the timely submission of required documentation.
  • Track and manage deliverables and deadlines across a master calendar.
  • Host staff meetings and professional development to ensure alignment with grant expectations and program quality.
  • Lead CQI efforts and manage program enhancement planning and submissions.
  • Oversee curriculum and marketing timelines, ensuring content is submitted on schedule and meets district requirements.
  • Support compliance with personnel requirements in collaboration with the Director of Youth Development Services.
  • Conduct regular program visits to assess quality, safety, fidelity, and adherence to compliance standards.
  • Lead, develop, and implement strategies to ensure programs achieve enrollment goals identified in Y's annual operating plan.
  • Effectively communicate program details to necessary departments, oversee quality control and curriculum development for youth development programs, and lead initiatives to create nurturing, child-centered environments with volunteer and family involvement.
  • Oversee the distribution of ongoing program member evaluations and surveys to ensure that high levels of quality in programs are maintained at all times; ensure outcomes align with the community's needs and the Y's strategic plan.
  • Build strong relationships with schools and the community, evaluate program quality and needs, and collaborate with school administrations, districts, board members, and community organizations to advance the Y's mission and maximize its impact on youth development.
  • Maintain a commitment to safety through regularly scheduled and documented on-site safety inspections.
  • Ensure that standards for safety and risk management are met.
  • Develop and manage annual operating budgets for all programs, achieve financial goals, complete monthly forecasting, and monitor budgets with variance analysis and expense control.
  • Work closely with the Y's finance team to ensure that 3rd party funding is managed appropriately.
  • Prepare and submit reports and documentation as required.
  • Oversee department spending and obtain authorizations accordingly.
  • Attend staff meetings and trainings as required.
  • Uphold YMCA policies for safety, supervision, mandated reporting and risk management.
