About The Position

The Senior Manager, Engineering & Product Delivery is the execution leader responsible for turning business requirements into shipped software. This role owns requirement intake and Jira backlog management all of the way through to sprint execution, QA acceptance, and production release. This is a hands-on leadership role directly managing a team of internal technical FTEs, overseeing the day-to-day delivery output of external vendor development teams (including offshore resources), and serves as the primary bridge between business stakeholders, product owners, and engineering. This role does not own technical architecture, front-end design, or technology selection — those responsibilities sit with our architecture partners and the CIO. The Senior Manager's value is in process discipline, people management, vendor accountability, and consistent, predictable delivery.

Requirements

  • 5+ years in software engineering or engineering management, with at least 2 years directly managing engineering teams (not just tech-leading)
  • Experience managing vendor/offshore development teams alongside internal FTEs. You've held vendors accountable to sprint commitments and know the difference between managing a W-2 team and managing a contracted delivery partner.
  • Strong Jira and agile process expertise, meaningyou've built and maintained healthy backlogs, run sprint ceremonies, and used Jira as a real management tool (not just a ticket dump)
  • Healthcare, insurance, or regulated-industry experience, you understand the compliance context (sensitive data handling, audit trails, etc.) without needing to be taught it
  • Excellent communication skills, you can translate between business stakeholders who speak in outcomes and engineers who speak in technical constraints. You write clear acceptance criteria and you run a meeting that ends on time.
  • Comfort operating at SMB scale — you've worked in organizations between 50–500 employees where you wore multiple hats and didn't have a PMO, a dedicated scrum master team, or a release engineering department backing you up

Nice To Haves

  • Salesforce development environments (Experience Cloud, Apex, LWC) — you don't need to write Apex, but you should understand the platform well enough to evaluate estimates and spot scope creep
  • AWS cloud services — particularly in the context of web application hosting, serverless architectures, and regulation compliant infrastructure
  • Healthcare technology — EHR integrations, patient portals, provider-facing tools, care coordination platforms
  • Platform migration or modernization — moving from legacy architectures to cloud-native designs

Responsibilities

  • Own the flow from business stakeholder requests to structured Jira epics, stories, and acceptance criteria
  • Ensure requirements are complete, sized, and understood by engineering before sprint commitment
  • Partner with product owners, architects, and business analysts to translate business intent into buildable specifications
  • Maintain a healthy, prioritized backlog across all active product streams
  • Facilitate design-to-dev handoffs — ensuring UI/UX specs, wireframes, and data models are complete and implementable before engineering picks up work
  • Run daily standups, sprint planning, retrospectives, and all agile ceremonies across internal and vendor teams
  • Own sprint velocity, burn-down tracking, and capacity planning
  • Drive release cadence — manage go/no-go decisions, coordinate QA acceptance, and ensure production readiness
  • Identify and escalate blockers before they become schedule risks
  • Maintain delivery dashboards and provide weekly progress visibility to the CIO
  • Own change management for production releases: ensure every release has documented approval, test evidence, and traceability from the Jira story through deployment
  • Drive iterative improvement of delivery processes: use retrospective outcomes, delivery metrics, and stakeholder feedback to identify friction in intake, handoffs, and release, then pilot, measure, and standardize improvements in partnership with business stakeholders, IT Operations, and Information Security
  • Directly manage a team of ~5 internal FTE engineers spanning web application development, data engineering, Salesforce development, and QA functions
  • Own performance reviews, career development, 1:1s, and professional growth planning
  • Recruit and onboard new engineering hires as the team scales
  • Foster a culture of ownership, craftsmanship, and accountability
  • Manage the day-to-day delivery relationship with our primary offshore development partner (20+ resources across Salesforce dev, AWS dev, QA, BA, and release management)
  • Hold vendor teams to the same sprint commitments, quality standards, and communication cadence as internal engineers
  • Track vendor velocity separately, identify underperformance early, and escalate commercial concerns to the CIO
  • Coordinate onboarding for supplemental staff-augmentation engineering resources as engagements begin and end
  • Serve as the primary engineering liaison to business stakeholders, product owners, and the CIO
  • Collaborate with architecture partners on design decisions — push back on designs that aren't buildable within sprint timelines
  • Coordinate with IT Operations (infrastructure, DevOps, security) on deployment dependencies and environment readiness
  • Participate in strategic planning discussions as the voice of engineering capacity and delivery feasibility
