About The Position

Raytheon has an exciting opportunity for a Senior Manager, Contracts supporting the Naval Shipboard Missile Systems Portfolio within Raytheon’s Naval Power Strategic Business Unit. The selected candidate will lead a team of contract professionals focusing on proposal negotiations and contract administration for Business-Critical production efforts within the Standard Missile Family of effectors. Standard Missile effectors are the result of decades of work by Raytheon rocket scientists who have developed technology that is trusted to protect our country and warfighter at sea and on land. The Navy’s signature system fuses the most advanced missile technology available into a modern weapon. Fielding these weapons is vital to our national security. Within the Standard Missile Portfolio, the selected candidate will directly manage a complex portfolio of contracts while collaborating with internal and external stakeholders, providing contractual guidance, and ensuring compliance with company and regulatory requirements. This area requires quick turn proposal responses, robust contract completion strategies, and novel contracting approaches. This position offers the candidate a broad opportunity to engage with program leadership and coordinate peers in service of several programs of strategic importance to Raytheon. Requirements

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years' experience
  • Experience reviewing estimates-at-complete and managing contracts with earned value requirements
  • Contractual experience with proficiency in contracts fundamentals including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience developing and executing various contract documents (including Statements of Work and terms) or collaborative agreements such as Software License Agreements, Proprietary Information Agreements (PIAs), Memorandums of Understanding (MOU), Associate Contractor Agreements (ACA) and Cooperative Research and Development Agreements (CRADAs)
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Nice To Haves

  • Active Top Secret clearance a plus
  • Strong presentation skills and ability to persuade various stakeholders
  • Experience contributing to complex program reviews including Estimates at Completion (EAC), Program Management Reviews, Material Reviews, Integrated Baseline Reviews, etc.
  • Experience structuring, negotiating, and executing performance-based payments
  • Experience mentoring others to communicate business strategies that identify appropriate opportunities for balanced business deals
  • Demonstrated ability to influence and develop effective and sustaining relationships with customers

Responsibilities

  • Provide sound contract management and supervisory guidance to meet customer obligations, achieve company goals, and comply with company policies.
  • Professionally represent Raytheon on contractual transactions and work closely with customers to develop and maintain business relationships.
  • Support the analysis of Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contract execution, as well as general contract administration.
  • Effectively manage contractual scope and terms and conditions to ensure the contract is followed compliantly.
  • Identify, mitigate, and resolve contractual issues as they may arise.
  • Some travel as required to Raytheon business locations.
