About The Position

Oracle Government, Defense & Intelligence is seeking a Senior Manager of Cloud Adoption Engineering to lead the Cloud Adoption Engineering function and directly manage individual Cloud Adoption Engineers supporting U.S. Federal Government customers. The role owns the function’s operating model, technical standards, engagement priorities, team development, and performance. The team helps customers establish secure, governed, connected, observable, automated, and operationally ready foundations for adopting Oracle Cloud Infrastructure (OCI). This position combines functional ownership, direct people management, technical leadership, and customer engagement. The Senior Manager translates organizational priorities into an engineering capability that reduces adoption risk, resolves foundational blockers, and accelerates customer time-to-value. The role is hybrid, combining remote work, office work, and client-site meetings; candidates must be based in the greater Washington, DC area. The position requires the ability to obtain and maintain a TS/SCI with Poly. The Senior Manager leads the team’s operating practices, customer engagement model, technical direction, standards, reusable assets, and performance measures. They oversee customer discovery, readiness assessment, foundation design, implementation enablement, validation, and operational handoff, while maintaining hands-on technical depth to review designs and support resolution of complex foundational issues. They are responsible for developing engineers, building repeatable adoption practices, ensuring responsible handoffs to operational owners, and communicating results and priorities to leadership and customers.

Requirements

  • Must possess or have the ability to obtain and maintain a TS/SCI with Poly.
  • Five or more years of direct people management experience leading technical professionals in cloud engineering, architecture, infrastructure, or delivery.
  • Demonstrated experience owning a technical capability, program, or team operating model, including priorities, staffing, standards, and outcomes.
  • Extensive experience guiding enterprise cloud adoption, readiness assessments, foundation architecture, and implementation planning.
  • Strong technical knowledge of cloud infrastructure, networking, identity, security, observability, automation, and operational readiness.
  • Experience assessing application and database portfolios, dependencies, and migration requirements.
  • Hands-on experience with OCI, AWS, Azure, or Google Cloud Platform.
  • Experience with Infrastructure-as-Code and repeatable engineering practices.
  • Strong customer discovery, coaching, prioritization, and executive communication skills.
  • Knowledge of federal cloud security and compliance requirements and their implications for architecture and readiness.

  • Deep OCI expertise across tenancy design, landing zones, hybrid connectivity, identity federation, and security operations integration.
  • Experience establishing or scaling a cloud adoption or customer-facing engineering function.
  • Familiarity with Oracle applications, databases, middleware, and VMware environments.
  • Experience with SIEM/SOC integration, DevOps practices, and cloud cost governance.
  • Experience developing technical proficiency frameworks, reusable engineering patterns, and customer engagement toolkits.
  • Relevant cloud architecture, networking, security, or automation certifications.

Responsibilities

  • Develop specialist depth and assign domain stewardship responsibilities; validate proficiency through exercises, deliverables, customer working sessions, and field outcomes.
  • Guide onboarding engagements and ensure each has an agreed scope, accountable engineer, customer stakeholders, success criteria, and expected deliverables.
  • Oversee customer-environment discovery, including workload dependencies, technical constraints, governance requirements, and operational responsibilities.
  • Ensure readiness assessments document evidence, gaps, risks, recommendations, owners, and target dates.
  • Guide workload disposition and migration sequencing recommendations based on foundation readiness and dependencies.
  • Review engagement progress, resolve blockers, and intervene directly when technical complexity or customer circumstances require leadership involvement.
  • Provide technical oversight across OCI tenancy architecture, landing zones, networking, identity federation, security operations, observability, governance, and automation.
  • Lead reviews of significant architecture decisions, design tradeoffs, exceptions, and readiness recommendations.
  • Ensure designs address security, resilience, enterprise integration, cost accountability, and operational sustainability.
  • Establish repeatable engineering practices using Terraform, OCI Resource Manager, version control, reusable modules, and deployment validation.
  • Maintain hands-on technical depth to evaluate designs, review deliverables, and help engineers resolve complex foundational issues.
  • Provide implementation teams with actionable technical guidance, sequenced tasks, acceptance criteria, and clear ownership.
  • Own the Cloud Adoption Engineering field toolkit, including intake briefs, discovery workbooks, readiness assessments, architecture decision records, risk registers, and handoff checklists.
  • Curate Oracle guidance, reference architectures, training, and labs, and develop new material where confirmed gaps exist.
  • Ensure critical readiness gaps are resolved or formally accepted by accountable owners with documented risk.
  • Require explicit operational handoffs that identify receiving owners, runbooks, support paths, unresolved actions, and operational responsibilities.
  • Keep the function focused on adoption foundations and coordinate application implementation and ongoing operations with appropriate teams.
  • Use lessons learned and customer feedback to improve standards, enablement, and reusable adoption patterns.
  • Establish and report measures for readiness progression, blocker resolution, engagement quality, accepted handoffs, engineer proficiency, and customer adoption progress.
  • Give leadership visibility into demand, capacity, delivery risks, and improvement priorities.
  • Build trusted relationships with customer technical leaders and executive stakeholders.
  • Connect foundation readiness to faster adoption, reduced implementation risk, and sustainable OCI consumption.
