About The Position

Quadel is seeking an experienced Senior Manager, Affordable Housing Consulting to lead consulting engagements, build strong client relationships, and support the growth of our affordable housing practice. This position offers the opportunity to work with housing authorities, government agencies, and affordable housing organizations across the country while helping clients solve complex challenges and improve program performance. The ideal candidate is a strategic thinker, skilled project manager, and trusted advisor with deep expertise in affordable housing programs and a passion for delivering exceptional client service. The Senior Manager is responsible for managing consulting projects, supporting business development activities, maintaining client relationships, and providing subject matter expertise in affordable housing programs. This role contributes directly to successful project execution, organizational growth, staff development, and the delivery of high-quality consulting services.

Requirements

• Bachelor's degree and a minimum of ten (10) years of experience in the administration or management of public housing, Housing Choice Voucher programs, rental assistance programs, or other affordable housing initiatives; or An equivalent combination of education and relevant professional experience.
• Demonstrated experience managing projects, client relationships, and professional teams.
• Strong analytical, organizational, written, and verbal communication skills.
• Ability to manage multiple priorities in a fast-paced consulting environment.
• Experience delivering high-quality client service and developing practical solutions to complex program challenges.

Nice To Haves

• Master's degree and eight (8) or more years of relevant professional experience.
• Three (3) or more years of project management, consulting management, or senior-level affordable housing program leadership experience.
• Experience designing and delivering training, technical assistance, consulting services, or affordable housing program operations.
• Experience supervising professional, technical, or administrative staff.
• Deep knowledge of HUD regulations and affordable housing compliance requirements.

Responsibilities

• Develop and maintain professional relationships within the affordable housing industry to support client retention and generate new business opportunities.
• Partner with Directors and Business Development staff to evaluate opportunities and pursue new engagements.
• Assist in the preparation of Requests for Proposals (RFPs), unsolicited proposals, and other business development initiatives.
• Develop technical and business solutions that address client needs and procurement requirements.
• Represent Quadel at client meetings, conferences, industry events, and stakeholder engagements.
• Serve as Project Manager or Engagement Manager for consulting contracts and client engagements.
• Coordinate project teams, consultants, and subcontractors to ensure successful project execution.
• Monitor project progress, deliverables, timelines, budgets, and quality standards.
• Manage multiple projects simultaneously while balancing client expectations and resource requirements.
• Participate as a team member on consulting engagements led by other project managers.
• Support the preparation and administration of consultant and subcontractor agreements.
• Review project financial reports and budgets to support profitability and contractual compliance.
• Provide mentorship, guidance, and developmental support to junior staff and consultants.
• Assist with recruiting, interviewing, onboarding, and retaining talented team members.
• Collaborate with leadership to identify staffing needs and allocate resources effectively.
• Contribute to a positive, collaborative, and high-performing work environment.
• Maintain current knowledge of HUD regulations, affordable housing programs, industry trends, and best practices.
• Identify innovative solutions to address client challenges and improve program operations.
• Support the development of publications, website content, training materials, and other thought leadership initiatives.
• Assist in identifying and evaluating strategic partners, consultants, and subcontractor resources.
• Maintain consultant qualifications, resumes, capabilities statements, and resource databases.
