About The Position

The SCA's Legal Department provides legal services to all divisions and departments of the SCA. The Department's responsibilities include: advising the Board of Trustees, officers and employees of all legal requirements of the SCA's construction program and business operations; managing litigation and defending the SCA in administrative matters; mediating construction claims and disputes; drafting and negotiating SCA contracts, license agreements, memoranda of understanding, and other legal documents; responding to requests pursuant to the Freedom of Information Law (FOIL); managing the SCA’s public works lien system; and providing assistance with regards to the City's Conflicts of Interest laws. The Senior Management Specialist is responsible for conducting and coordinating management, operational, and financial analyses.

Requirements

  • Three years of full-time experience in consulting, design and implementation of management reports, or operations, financial, and/or management analysis, including relevant computer skills; or a satisfactory combination of education and experience.
  • Bachelor's Degree from an accredited college or university is required.
  • Eligible to work in the United States.
  • Relevant computer skills.

Responsibilities

  • Prepare formal analytical reports for Senior Management (e.g. sophisticated analyses of vendor information, scheduling data, financial analyses, metrics, and information for management and regulatory reports).
  • Participate in recommending to Senior Management changes to and/or new policies and procedures affecting all aspects of departmental operations.
  • Assist Senior Management with the implementation of recommendations. (which may include directing staff and/or contractors/vendors on a project or ongoing basis)
  • Develop methodologies and analytical models to study and assess issues from a systems perspective.
  • Coordinate departmental and/or Authority-wide special projects.
  • Build and gain consensus on departmental policies and procedures.
  • Conduct research regarding departmental policies and procedures.
  • Assist with ensuring the accuracy and appropriateness of the Authority Manual of Policies and Procedures.
  • Perform specific duties based on assignment to a department, division, or unit within the SCA.
  • Performs related duties, as assigned.
