About The Position

The Senior Management Specialist will oversee a portfolio of active and expired contracts, ensuring compliance with internal procedures and agency requirements. This role involves strategically prioritizing and managing contract-related workflows, overseeing the processing and authorization of contract work, and reviewing payment requests to ensure alignment with on-time performance targets. The specialist will validate financial data, ensure compliance with contractual obligations, and stay informed of evolving authorization and payment requirements. Additionally, this position supports the creation of dashboards and analytics, maintains oversight of shifting priorities, and serves as a key liaison across divisions and with external stakeholders. The role also involves addressing inquiries, preparing issue summaries, supporting special assignments, and engaging staff to identify and solve problems, improve efficiency, and streamline processes using continuous improvement strategies. Roadblocks and proposals for overcoming them are escalated to Team Leads/Senior Manager/Senior Director. Related duties are performed as assigned.

Requirements

  • Three years of full-time experience in consulting, design and implementation of management reports, or operations, financial, and/or management analysis, including relevant computer skills; or a satisfactory combination of education and experience.

Responsibilities

  • Strategically prioritize and manage contract-related workflows to meet operational deadlines and performance benchmarks.
  • Oversee the processing and authorization of contract work in accordance with ATP (Authorization to Proceed) guidelines.
  • Review and process payment requests to ensure alignment with on-time performance targets.
  • Validate the accuracy and integrity of financial data maintained by design consultants and internal systems.
  • Ensure compliance with contractual obligations and agency policies throughout all contract administration activities.
  • Stay informed of evolving authorization and payment requirements, adapting workflows and practices accordingly.
  • Support the creation of dashboards and analytics for the team via cross collaboration with other teams (e.g., Data Analytics).
  • Maintain clear oversight of shifting priorities and workload changes, adjusting deliverables, as necessary.
  • Serve as a key liaison across SCA divisions, external consultants, and stakeholders, facilitating coordinated communication and issue resolution.
  • Address and resolve internal and external inquiries with professionalism and timely follow-up.
  • Prepare and deliver detailed issue summaries and recommendations to the Division Team Leads, Senior Manager and Senior Director.
  • Support the Division with special assignments, ensuring deliverables are accurate, timely, and aligned with agency objectives.
  • Maintain professional conduct in all interactions, contributing to a collaborative and results-oriented team environment.
  • Engage staff on the frontlines to help identify and solve problems and vulnerabilities, improve efficiency and streamline processes.
  • Employ continuous improvement strategies and tools to identify bottlenecks in processes and root causes, assist in process development that can save time, costs and improve productivity.
  • Escalates roadblocks and proposals of how to overcome to Team Leads/Senior Manager/Senior Director.
  • Perform related duties as assigned to advance divisional and organizational goals.
